Description
This is a combined synopsis/solicitation prepared in accordance with the format contained FAR Subpart 12.6. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. A QUOTE IS REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Quotes shall reference Request for Quotes (RFQ) number W911RZ-08-T-0424. This announcement incorporates provisions and clauses in effect through Federal Acquisition Circular 05-08. It is the Contractor's responsibility to be familiar with all applicable clauses and provisions. This requirement will be unrestricted. The NAICS code for this procurement is 721110 with a small business size standard of $7.0 million. Quotes shall include pricing of: CLIN; ITEM DESCRIPTION; QTY; POP 001; Meeting Rooms: Main, Board Room, Internet Caf, Admin/Ops Ctr; 4ea; 28 30 Oct 002; Audio Visual - Internet Connectivity Package; 1ea; 28 30 Oct 08 003; Opening Session Ice Breaker (5 6 pm) Cash Bar; 200+ppl; 29 Oct 08 004; Executive Breakfast Hot Breakfast Buffet (ORF funds); 30ea; 30 Oct 08 005; Working Lunch; 150ea; 30 Oct 08 006; Registration Area: 4 ea 6 ft tables with seating for 6 people two set up times see times below in SOW); 1ea; 29 30 Oct 08 007; Sleeping rooms Guests pay for rooms on TDY at per diem rate; 5-20 rooms; 27 Oct 08 5-20 rooms; 28 Oct 08 100 rooms; 29 Oct 08 100 rooms; 30 Oct 08 008;Copy machine for Admin Center; 1ea; 29 30 Oct 08 Additional Statement of Work Information: This requirement is restricted to the Fort Carson, CO (Colorado Springs Local Area for convenience of local participants.) Period of Performance: 28 30 Oct 08 Clin 001: Meeting Rooms: 1. Main meeting room set classroom style (center and two side sections angled) to seat 200 people with 3 sets of 5 ea 6ft tables in a disconnected horseshoe to seat 15 ppl per set of tables. (see attached diagram) This room must remain for sole use of conference as there will be set up and rehersals ongoing throughout the week prior to main meeting on 30 Oct 08. a. Beginning 28 Oct 0900 b. Ending 30 Oct 2100 c. Refreshments : If offered as a non-severable portion of the main meeting room rental fee, provide AM/ PM refreshments consisting of coffee, tea, juice, pastries, and sodas. (served at 1100 1115 & 1515-1530 hrs) d. Water service will be provided on all tables. 2. Board room to seat 30 people: (set up by noon 28 Oct) a. Beginning 29 Oct 1200 b. Ending 30 Oct 2100 c. Use for breakfast outlined below with room being cleaned following breakfast but left set up for additional meetings. d. Room must have phone connectivity and ability to put conference call pod in center of conference room table. e. Need room as close to or connected to main room. 3. Internet caf: a. Beginning 29 Oct 0900 b. Ending 30 Oct 2100 c. Set up for 4 laptop computers with networked printer (provided by Ft Carson). d. Require internet connectivity (for 4 ea computers), 6 ea 6ft tables, 6 chairs. e. Available for duty hours daily 24 hour operation beginning 29 Oct until completion of conference. f. Needs to be connected to Operations Center. g. Needs to be as close as possible to main meeting room. h. Room must be able to be secured with key remaining in posession of conference poc at the end of the day. 4. Admin / Ops Center: a. Beginning 29 Oct 0900 b. Ending 30 Oct 2100 c. Manned for duty hours daily (0700-1800) with 24- hour operation beginning 29 Oct until completion of conference. d. One copy machine in Ops center or available nearby in business center. e. Need two local-area capable telephones, internet connectivity, 6 ea 6ft tables, 6 chairs. f. Room must be able to be secured with key remaining in posession of conference POC at the end of the day. Clin 002: Audio Visual Requirements: 1. Main Meeting Room: a. Beginning 28 Oct 0900 b. Ending 30 Oct 2100 c. 3 large screens. d. Set up with rear screen projection for split screen / with mixers / any additional equipment and techs. e. Laptops to be connected for presentations will be provided by Fort Carson /FORSCOM. f. Microphones -- 25 table-top mics on horseshoe tables and 6 mics on stands througout the main meeting room for audience questions. Clin 003: Opening Session Ice Breaker to be held 29 Oct 08, 5pm 6pm, for approximately 200+ people. Cash bars. Clin 004: Executive Breakfast: 30 Oct 08 -- 0700 0750: Hot breakfast buffet for 30 ppl with cost to be paid from ORF funds (separate from the contracted funds). Room set in rectangle shape (ref line 2c) Cost not to be included as part of this bid. Paid separately. Clin 005: Lunch: 30 Oct 08 -- 1245 1345: Participants will have a working lunch buffet style. Buffet line will be set up in hallway immediately outside of main meeting room for quick serving ability and return to work. Clin 006: Registration Area: 4 ea 6ft tables with seating for 6 ppl, power connectivity for stand alone laptop and printer if away from admin site. 1. 29 October: Set up outside main room or in close proximity to main lobby (registration to be held 1800- 2000). 2. 30 October: Set up outside main room (registration to be held 0700-0800). Clin 007: Sleeping rooms (cost not a part of contract cost individuals pay for rooms individually). Rooms available by day as follows at government per diem rate (currently $88.00): 10/275 - 20 ea 10/285 - 20 ea 10/29100 ea 10/30100 ea Clin 008: Copy machine rental for Admin Center. Clin 009: Taxes and service charges on all separate charges except lodging rooms and breakfast charges which will be charged to the individual or ORF funds respectively. FAR 252.225-7001 Offerors must comply with all instructions contained in FAR 52.212-1, Instructions to Offerors Commercial Items. The provisions at 52.212-2, Evaluation--Commercial Items applies to this acquisition. The Government will award a purchase order resulting from this solicitation to the responsive responsible offeror whose technically acceptable offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offer: Award will be made on the basis of determining the availability of meeting the specified salient features of the separate CLINS identified, period of performance of 28 30 Oct 08, and technically acceptable low price. The Government intends to evaluate offers and make award without discussions; however, this does not preclude the Government from having discussions if it is in the best interest of the Government to do so.
