- The purpose of this amendment is to extend the time for proposal and PDM submittals due to no compliant vendor meeting all requirements of the solicitation. Please take note of all changes to the solicitation listed below. Accordingly, 1) The deadline for submittals is extended to 2 pm local time, 5 November 2008. 2) A revised Purchase Description (PD) dated 25 Sept. 2008 replaces the previous PD dated 31 May 2008. Your attentions are specifically invited to the revised Table of Finished Measurements. Changes were made to the Finished Measurements for Armhole Opening, Sleeve Opening, and Sleeve Length. 3) Previous offers that submitted proposals and PDMs under the original solicitation will need to submit new packages by the new extended due date. 4) Offerors not submitting the correct PDM quantities, sizes and other proposal requirements will be considered non compliant and will not be evaluated for award consideration. 5) Solicitation Page 4, Minimum and Maximum Quantities, The contract maximum quantity is being changed from 500,000 to 625,000. Maximum ordering quantities for each year is being changed from 100,000 to 125,000 t-shirts. 6) Solicitation Page 19, Instructions to Offerors, Note 2 is deleted and replaced with the following: Note 2: For evaluation purposes, all offerors should submit pricing for maximum ordering quantities of 125,000 for each of the five (5) years 7) Solicitation Page 19, Instructions to Offerors, Note 6 is deleted and replaced with the following: Note 6: Initial delivery of no less than a quantity of 15,248 T-shirts within 90 days after first article approval and delivery thereafter of no less than a quantity of 5,000 T-shirts every 60 days after issuance of subsequent delivery orders until delivery is complete. (See Attachment B for sizes and quantities of first delivery order). 8) Solicitation Page 21, Evaluation of Commercial Items, Factor 1 Technical is deleted and replaced with the following: Factor 1 Technical: This factor will evaluate the following elements: All PDMs will be evaluated for conformance to shade requirements, finished measurements, material and thread requirements and a visual examination for defects in accordance with the purchase description. 9) Solicitation Page 21, Evaluation for Factor 2 - Production/Management plan and Factor 3 - Past Performance will remain the same. 10) Original terms and conditions of the solicitation, not changed above, are incorporated by reference and will be part of the evaluation.
