- The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) seeks to obtain market research information from sources capable of fully satisfying information contained herein. NSWCDD seeks a vendor to provide a Non-Development/COTS item that will meet the following performance requirements for the Extended Range - Warning Munition (ER-WM). The immediate objective is to survey and assess interest from industry firms capable and interested in participating in this effort. The purpose of the ER-WM is to provide a clear and unambiguous non-lethal warning to unknown and thus potential threats in order to determine intent. The ER-WM shall be capable of being gun fired or launched with a system that is in the current US inventory or have a self contained launcher/deployment system. The ER-WM shall give a flash-bang effect. The ER-WM shall be considered Non-Lethal and have very limited or no fragmentation. The ER-WM shall have a desired range greater than 1000 meters. Questions regarding this Sources Sought Synopsis must be received on or before 17 October 2008. Sources capable of fully satisfying the above requirements should submit capability statements/expressions of interest providing the Government the necessary information to determine actual capability. At a minimum, this information should include: 1) identification of company or organization; 2) company's or organization's assertion of existing, full capability to meet proposed requirements; 3) business/contracts /marketing office point(s) of contact; 4) notification of business size and /or special status; 5) estimated delivery time for first systems from day of potential contract award; and 6) any additional information that may be useful to the successful procurement of the requirements, if solicited. These expressions of interest shall adhere to a five (5) page submission limit, plus any commercial marketing information, brochures, or web links. All information should be! submitted to Attention Code CXS115; email address is kristy.himes@navy.mil, reference number N00178-09-Q-1900. The submission date for capability statements is on or before 24 October 2008. This market research announcement is not considered a commitment of any kind by the Government and individual correspondence should not be expected in advance of any resulting pre-solicitation notice for the proposed requirements. The Naval Surface Warfare Center Dahlgren Division, Dahlgren Laboratory Procurement Division has implemented Electronic Commerce (EC) in the acquisition area; therefore, this synopsis and any applicable amendments will be available on the World Wide Web at http://www.nswc.navy.mil/SUPPLY. DoD will no longer award contracts to contractors not registered in the Central Contractors Registration (CCR) database.
