Description
The Government is seeking professional design services from an architect-engineering (AE) firm to develop working drawings and specifications for project 646-367 to Upgrade SPD & Security Dock at the VA Pittsburgh Healthcare System, University Drive Division, Ground Floor, Building One, Pittsburgh, PA 15240. The proposed contract is set aside for Service Disabled Veteran Owned Small Business concern. The project involves architectural and engineering services required to develop construction contract drawings and specifications to complete the renovation of approximately 20,000 square feet of the existing loading dock and adjacent spaces, including but not limited to the following: This project includes the renovation of approximately 6,000 square feet of existing ground floor space and enclosure of the existing loading dock area creating an additional 14,000 square feet of new space for the security and safety improvements within the dock area along with improving efficiencies of Supply Processing and Distribution (SPD). Design for the enclosure of existing dock facility at the University Drive campus. This new enclosure will contain the following functions: Laundry Distribution Center, VA Mailroom, US Post Office,VA Copy Center, Expansion of SPD space, New Docking Spaces with Lifts, Receiving Check-In to include equipment turn-in, new processing space and staging space for equipment requiring inspection prior to patient use, Facility Management Storage. Project will provide the SPD department with a new cart lift for vertical transportation of case carts between the ground and third floor levels. Recommend and develop bid alternatives as necessary to meet the construction budget limitations. AE shall field verifiy of existing space and existing utilities servicing the renovated space. Design and V.P.I.H. Services for asbestos abatement of the renovated space including the monitoring of abatement activities, air sampling, and final TEM clearances of containment areas. Evaluation and design for replacement of the existing HVAC mechanical and ventilation system servicing the renovated space including the removal of fan coil units and replacing with VAV units. Evaluation and design modifications to the existing electrical distribution system servicing the renovated space to provide sufficient power to all new lighting and equipment in the area. Evaluation and design modifications to the existing plumbing system servicing the renovated space to provide sufficient water supply and drain lines to all new plumbing fixtures and equipment in the area. Evaluation and design modifications to the existing fire alarm/fire sprinkler system servicing the renovated space to provide required fire protection in the area. Design for all new interior finishes of the renovated space including floors, ceilings, casework, doors and wall surfaces. Construction will need to be addressed in multiple phases to allow for hospital operations to continue during construction. The project will follow the guidelines established in the VA Pittsburgh Master Space Plan to enhance services at the University Drive Division. All designs will be in compliance with space criteria as referenced in VA Handbook 7610. All designs shall be accomplished in accordance with VA guidelines and specifications, which are available on the Internet at http://www.va.gov/facmgt/standard. A/E shall pay particular attention to UFAS, NSPA, BOCA, VA Handbook 7610 space criteria and VA Program Guide PG-18-14 Room Finishes, Door and Hardware Schedule. All designs shall be accomplished in accordance with VA guidelines and specifications, which are available on the Internet at http://www.va.gov/facmgt/standard. The A/E will make site visits as necessary to survey existing conditions as required to determine existing as-built conditions affecting this project. A/E shall field verify every aspect that relates to the project, coordinate visits with the Project Manager. A/E must be proficient in the use of Auto Cad 2007 and have access to Microsoft Word 5.0 or higher. Estimated cost of construction is $5,000,000 and $10,000,000. The NAICS code is 541330 with the small business size standard of $4.5 million. Those interested firms who are registered as Service Disabled Veteran Owned Small Business, shall submit three (3) copies of current SF 330 to the attention of Lynne Dickerhoff, Contracting Officer 90C-H, VA Pittsburgh Healthcare System, 7180 Highland Drive, Pittsburgh, PA 15206.
