- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line(NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) intends to place on a Sole Source basis, a firm-fixed price purchase order to Versa Power Systems, Inc., 8392 Continental Divide Road, Littleton, CO 80127 for the delivery of two (2) 28-cell Solid Oxide Fuel Cell (SOFC) stacks for testing, engineering support to set up and initiate the tests and post run autopsy and analysis of the stacks. The Department of Energy (DOE) and NUWCDIVNPT have entered into Interagency Agreement DE-AI26-07NT43247 to test and evaluate Solid State Energy Conversion Alliance (SECA) sponsored fuel cells for potential application in air-independent systems for use in Unmanned Undersea Vehicles (UUVs). In accordance with Attachment B of the agreement, cells from Versa Power Systems will be the second SECA Industry Team partner evaluated by NUWCDIVNPT. It is expected that NUWCDIVNPT will test a variety of SOFC stacks being developed under the SECA program. This acquisition will be processed using FAR Part 13 Simplified Acquisition Procedures. NAICS Code 541712, size standard 500 employees. Fuel cell stack delivery is required prior to December 10th, 2008. The notice of intent is not a request for competitive proposals. All responsible sources may submit a capabilities statement which will be considered by the Government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government.
