- The Naval Air Warfare Center Training System Division (NAWCTSD) has a requirement to upgrade three AV-8B Maintenance Training devices (11H94 – Avionics, 11H95 – Electrical and 11H98 – Armament) located at Marine Corps Air Station (MCAS), Cherry Point, North Carolina (NC) to reflect all system modifications identified in the new Aircraft Operational Flight Program (OFP). The contractor is responsible for providing the necessary system engineering, design engineering, materials, equipment, facilities, testing, technical, management and logistics support for the effort. The AV-8B Maintenance Training devices identified for this acquisition do not provide training that is reflective of what the student maintainers will be expected to be familiar with when leaving the schoolhouse. Currently the devices are in Open Source Core Avionics Requirement (OSCAR) configuration and each device will receive only the OFP-related modifications particular to the tasks it is utilized to teach. Potential offerors are advised that the Government anticipates conducting a set aside for competition restricted to Historically Underutilized Business Zone (HUBZone) small business concerns. In the event the Government does not receive capability statements demonstrating two or more interested and capable HUBZone small businesses, the Government will pursue a set aside for competition restricted to Service-Disabled Veteran-owned Small Business (SDVOSB) concerns. Both HUBZone and SDVOSB small businesses are highly encouraged to submit a capability statement for this requirement. The capability statement should include the following information: (1) Name and address of the firm; (2) Business size; (3) Ownership; (4) Names of two principals to contact, including title, email address and telephone number; (5) Demonstrate the ability to perform the requirements listed in the draft Statement of Work, (6) Any ground rules and assumptions the offeror recommends for the procurement; and (7) Statement of intent to propose. Respondents will not be notified of the results of the Government’s review of the capability statement. Respondents deemed fully qualified will be considered in any resulting solicitation for the requirement. Failure to respond to this sources sought synopsis shall not limit a potential offeror’s ability to respond to a solicitation at a later date. This synopsis is for information and planning purposes and should not be construed as a commitment by the Government. This is not a solicitation announcement for proposals. No reimbursement will be made for any costs associated with providing the information in response to this announcement and any follow-up information requests. The capability statement shall be limited to 5 pages using 12 point font size and submitted in Microsoft Word format or Portable Document Format (PDF) to Ms. Erin Barton, Contract Specialist at erin.barton@navy.mil not later than 1600 EST on 16 October 2008. Responding firms are requested to type “AV8B Maintenance Response” as the subject of the electronic mail message. No other attachments will be reviewed.
