Description
THIS SOURCES SOUGHT ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL AND THE GOVERNMENT IS NOT COMMITTED TO ISSUE A SOLICITATION OR AWARD A CONTRACT PURSUANT TO THIS ANNOUNCEMENT. US Citizenship and Immigration Services (USCIS) is conducting market research for products/equipment to replace existing fingerprint and biometric capture devices. It is a market research tool being used to determine acquisition strategy. The appropriate acquisition strategy will be determined after consideration of industry response to this sources sought announcement. The government is not obligated to, and will not, pay for any information received from potential sources as a result of this notice. The applicable NAICS code is 334119. Prospective contractors should provide product literature describing their product’s capabilities and demonstrate compliance with the following specifications: 1. Compliant with Federal Bureau of Investigation (FBI) Electronic Fingerprint Transmission Specification (EFTS) Version 7.1. 2. Operate efficiently within a Microsoft windows network environment. 3. Have the ability to capture both Type Four and Type Fourteen images in accordance with FBI's EFTS Version 7.1. 4. Capable of capturing photos, digital signatures, and IRIS data in addition to fingerprints. 5. Digital Cameras must be able to work in low light and be controllable through the keyboard. 6. Due to a heavy workload, the equipment must be capable of sustaining constant use for eight hours per day and must also include ergonomic features such as a height adjustment of the scanner deck and keyboard. After review of the information submitted in response to this Sources Sought Notice, USCIS may opt for a functional demonstration of products/equipment determined to potentially meet the requirements provided above. Contractors will be notified if selected to provide a functional demonstration. Responses shall contain the contractor's business information, (POC, Business Size, DUNS/CAGE, etc.) Responses to this announcement are due by 1:00 PM EDT on Wednesday, October 22, 2008, and must be sent electronically to Steven Putnam at steven.putnam@dhs.gov and Mark Jeanmaire at mark.jeanmaire@dhs.gov. Responses shall include the Sources Sought number in the subject line of the email.
