Description
This is a modification to the synopsis entitled ANNOUNCEMENT OF OPPORTUNITY FOR THESTAND ALONE MISSIONS OF OPPORTUNITY NOTICE which was posted on August 18, 2008.Subject: SALMON AO Amendment 1: Evaluation and selection of Small Complete Missions inAstrobiology and Fundamental Space BiologyWith this amendment, the NASA Announcement of Opportunity NNH08ZDA009O, Stand AloneMissions of Opportunity Notice (SALMON),has been amended to clarify the evaluation andselection process for proposals submitted in response to Program Element Appendix H3:Small Complete Missions of Opportunity in Astrobiology and Fundamental Space Biology.For Small Complete Missions in Fundamental Space Biology, the minimum unencumbered costreserve required for Phase A through Phase D is reduced to 15%.For Small Complete Missions in Astrobiology and Fundamental Space Biology proposals, anaccommodation study performed by the MicroNano Spacecraft and Payloads Office at NASAAmes Research Center will take the place of the technical, management, and cost (TMC)feasibility, including cost risk, evaluation. This study will evaluate whether theproposed investigations can be accommodated by the instrument. The study will alsoevaluate whether any proposed instrument modifications can be accommodated within costand schedule constraints.The merit of data being added to the Planetary Data System is removed as an evaluationfactor.The Selection Official for Small Complete Missions in Astrobiology is the AssociateAdministrator for Science Mission Directorate. The Selection Official for Small CompleteMissions in Fundamental Space Biology is the Director for the Advanced CapabilitiesDivision within the Exploration Systems Mission Directorate.On or about October 16, 2008, Amendment No. 1 to the NASA Announcement of Opportunity"Stand Alone Missions of Opportunity Notice (SALMON)" (NNH08ZDA009O) will be posted onthe NASA research opportunity homepage at http://nspires.nasaprs.com/(selectSolicitations then Open Solicitations then NNH08ZDA009O).Technical or scientific questions concerning Small Complete Missions in Astrobiology orFundamental Space Biology may be addressed to the points-of-contact given at the end ofProgram Element Appendix H3 of the SALMON AO.Programmatic questions concerning the SALMON AO may be addressed to Dr. Carlos Liceaga,NASA Headquarters, Washington, DC 20546-0001; Telephone: (757) 846-5880; E-mail:salmonao@nasa.gov.
