- Contractor-Owned, Contractor-Operated (COCO) Fuel Storage Facilities and Service is required to receive, store, protect and ship two grades of US Government owned petroleum product, JP8 and JP5 (Aviation Turbine Fuel)), in the Mediterranean Area beginning January 2009. AREA OF CONSIDERATION: The Mediterranean Area, defined as an area extending from the West Coast of Italy, South to North Africa, East to Alexandria, Egypt, and North to Istanbul, Turkey to include Athens, Greece (excluding the Adriatic Sea). PERIOD OF PERFORMANCE: June 1 2009 through May 31, 2013, with three (3) five year options to extend. GRADE OF PRODUCT: Turbine Fuel Aviation Grade JA-1/JP8, and Turbine Fuel Aviation Grade JP-5. (Note: The JP8 is stored neat (without fuel additives as JA-1). The required fuel additives are injected and product re-graded to JP-8 when the product is shipped.) STORAGE REQUIREMENT: A minimum of two (2) storage tanks for each product (JP-8, JP5) are required to store two (2) grades of US Government-owned petroleum products. JP8 requirement is for a minimum of 1,300,000 barrels and a maximum of 2,000,000 barrels, multiple storage locations are acceptable with a minimum storage capacity of 400,000 barrels at each location. JP5 requirement is for a minimum of 600,000 barrels at a single location. Dedicated facilities are preferred; however, a common system will be considered. ESTIMATED THROUGHPUT: JA-1/JP-8: The estimated throughput is 5,200,000 barrels for each 12-month performance period. JP-5: Storage is intended to be primarily static; excluding initial fill and final shipment. BERTHING AND MOORING FACILITIES: The Contractor?s berthing and mooring facility shall be capable of handling a minimum 46,000 dead weight ton (DWT) vessel with an overall length of 800 feet, with a minimum draft of 45 feet at mean low water from the Contractor?s berthing and mooring facility to the open ocean.
