- This is a SOURCES SOUGHT NOTICE issued by the U.S. Nuclear Regulatory Commission (NRC), Office of Human Resources which is conducting a market survey and analysis to determine the range of organizations that have the capabilities to perform the project work titled, “Technical Assistance for Health, Fitness, Occupational Safety and Health, Health Promotion, Ergonomics, and Automated External Defibrillator Programs as described below. The purpose of this announcement is to provide potential sources the opportunity to submit a capability statement to demonstrate their related experience and ability to perform the work described above and should address the market research questions below. All interested parties, including large businesses and all categories of small businesses (small businesses, small disadvantaged businesses, 8(a) firms, women-owned small businesses, service-disabled veteran-owned small businesses, and HUBZone small businesses) are encouraged to submit statements. Background The Nuclear Regulatory Commission's (NRC), through its Office of Human Resources (HR), is responsible for operating a comprehensive employee wellness program for NRC’s 3,400 employees, 2,500 of whom are at the Headquarters offices in five buildings in or near Rockville, Maryland; 735 at the four regional offices (in King of Prussia (211), PA; Atlanta, GA(175); Lisle, IL(189); and Arlington, TX(160); and 28 at the Technical Training Center (TTC) in Chattanooga, TN. In addition, there are 200 employees at various nuclear plant sites around the country. The comprehensive agency-wide employee wellness program includes the following components: Operation of the Headquarters On-site Health Center - The Employee Health Center is a 2,600 square foot facility which includes a reception/waiting area, administrative office/files area, two (2) nurses’ office/treatment rooms, physician’s office, examining room, examining/trauma room, bed-rest room, laboratory, vision and hearing test area, library/conference room, staff break room, three (3) toilets, janitor’s closet, and three (3) storage closets. The NRC Employee Health Center is open Monday through Friday from 7:30 a.m. to 5:30 p.m., except Federal holidays or when the Government offices close because of inclement weather, potentially hazardous conditions or other special circumstances. Operation of the Headquarters On-site Fitness Center - The Contractor will be responsible for administering a physical fitness program, with particular emphasis on employees requiring improvement from a medical standpoint. The NRC Headquarters Fitness Center will have sufficient staff available to provide all the required services during the official hours of operation, 5:45 a.m. to 8:00 p.m., Monday through Friday at its Two White Flint Headquarters facility located at 11545 Rockville Pike, Rockville, Maryland 20852. This is a 5,500 square foot facility which currently has over 700 members. Coordination of the Agency-Wide Off-site Health Program - The Contractor must conduct programs for regional offices and TTC employees either at their office location, when possible, or at a location within a fifteen minute drive from the employee’s worksite. These services will also be available to residents of the nuclear sites at their corresponding regional office location. Coordination of the Agency-wide Off-site Fitness Program - The Contractor will coordinate a fitness program at other Headquarters Area buildings, Regional Offices, and Nuclear Plant Sites using commercial fitness centers in the vicinity. Operation of the Agency-wide Employee Health Promotion, Health Maintenance, and Disease Prevention Program – The following programs will be conducted for NRC employees at the Employee Health Center in Rockville, Maryland: Primary Disease Prevention/Detection Program - All Employees Health Risk Assessment/Reduction Employee Health Promotion and Education/Program Biennial Physical Examination and Screening Program for All Employees Age 40 and Over Physical Examinations for investigators in the GG-18ll series (approximately 90 positions) Respirator Certification Examinations Disease Screening Program for All Employees Discussion of Medical Findings Diagnostic Reports Referral to Private Physician and Follow-up Immunizations Individual Health Care Advice/Counseling Referrals to Community Resources: Eye/Vision Examinations: Medical Clearance for Fitness Program Participation: Cardiopulmonary Resuscitation (CPR), Basic First Aid, and Bloodborne Pathogen Training First Aid/Limited Treatment for Non-occupational Illness and Injury Physician-prescribed Treatments and Medications Office of Worker’s Compensation Program (OWCP Handicap Parking Spaces Review Management Consultation Operation of the Agency-wide Occupational Safety and Health Program – The Contractor shall provide all technical and administrative personnel to render the following occupational safety and health services, including indoor air quality and building associated health complaints: Technical Services including, but not limited to consultation, analysis, assessment, and plan and specification review for a variety of efforts in industrial hygiene Knowledge of the regulations, procedures, and recommended standards specified by the Occupational Safety and Health Administration (OSHA), the Environmental Protection Agency (EPA), the National Institute for Occupational Safety and Health (NIOSH), the American National Standards Institute (ANSI), the American Conference of Governmental Industrial Hygienists (ACGIH), the American Society of Heating, Refrigeration, and Air Conditioning Engineers (ASHRAE), and the General Services Administration (GSA). Responsibilities for providing evaluation and interpretation of results of laboratory analyses, if requested; recommendations, through well written reports and personal contact with appropriate NRC officials, for the abatement of health hazards identified; and costs of typing, mailing and shipping of reports. Technical Skills to enable the identification, evaluation, and reduction or elimination of health, safety, and fire hazards Physical Health Hazard Monitoring that may require analysis and evaluation Biological Health Hazard Monitoring: Biological health hazards that may require analysis and evaluation. The Contractor shall perform an annual safety, health, and fire protection survey of all designated NRC buildings. These surveys shall be conducted by a CSP upon request. Operation of the Agency-wide Ergonomics Program – The Contractor will provide the NRC with a qualified ergonomics specialist(s) to perform ergonomics assessments and follow-up visits at each major NRC location. The specialist(s) may also be required to assist and/or perform ergonomics training for NRC employees. NRC estimates that approximately four hundred (400) evaluations, up to 200 for Headquarters and 50 for each region, and up to twelve (12) training sessions per year, four (4) in Headquarters and two (2) in each region, may be required. Operation of the Agency Automated External Defibrillator Program (AED) - The Contractor shall manage an AED Program at its Headquarters Area Buildings and Regional Offices. Currently this involves the maintenance and medical oversight of 80 AEDs, and the training of employees for certification in Cardiopulmonary Resuscitation (CPR) and AED use. Capability Statement Requirements: The NRC is seeking to identify commercial organizations capable of providing medical, physical fitness, technical, and administrative personnel; environmental monitoring equipment and supplies; and general office supplies for the operation of the above programs. The commercial organization should have staff that has knowledge and/or practical experience with Health, Fitness, Wellness, Occupational Safety and Health, Ergonomics, and Automated External Defibrillators. Responses to this Sources Sought Notice shall include: 1) Two-page capability statement including the firm’s current and prior work experience and corporate qualifications; and 2) The page limit for the response to questions is: Questions 1 thru 9, no more than three pages; and question 10, no more than two pages. The firms must also respond to the questions below: 1. How long has your business been in operation? 2. What type of business is your company (i.e. 8(a), large, etc.)? 3. What is the size of your company in terms of employees and consultants? Provide a breakdown of the mix between the two categories. 4. Do you have dedicated office space in close proximity to NRC Headquarters in Rockville, MD 20852? (If desired, describe any office space alternatives.) 5. Which GSA FSS contracts, if any, do you possess? When do they expire? 6. Has your company effectively established teams in the past such that you could perform scopes of work outside your core competencies? (Describe the types of work and technical disciplines assembled.) 7. List any companies, universities, or government agencies your company plans to perform work for related to civilian nuclear reactors or research and test reactors? 8. Has your company previously faced organizational conflict of interest issues with NRC? How were they resolved? 9. Describe any other information your company deems relevant in supporting the review of licensing actions (including license renewal applications) and RTR fuel design for research and test reactors. 10. Describe tasks you have performed in the areas of health, fitness, occupational safety and health, ergonomics, or automated external defibrillator programs for the government or commercially? Any organization responding to this SOURCES SOUGHT NOTICE should ensure that its response is complete and sufficiently detailed to allow the government to determine the organization’s qualifications to perform this work. A government employee will evaluate all submissions for responsiveness to this announcement. This is not a Request for Proposals and this in now way commits the Government to award a contract. The Government does not intend to award a contract based solely on this submission to this Sources Sought Notice nor does it intend to pay for any costs incurred in response to this announcement.
