Description
NAICS Code: 334516 The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR 6.302-1, with Waters Corporation for an Annual Service Contract for Waters Premier GC/MS with Split Detector. The supplies consist of parts required to effect repair of the GC inlets andspectrometer as well as a preventive maintenance (PM) repair kit. The services are for the repair of the instrument and the installation of the PM parts. The nature of the acquisition requires a contractor who possesses the unique capability of providing replacement parts and field service engineers trained by the manufacturer for the diagnosis and repair for this instrumentation. EPA has identified Waters Corporation as the only provider of services and parts able to meet the requirements of this procurement. Subsequently EPA has determined that Waters Corporation is the only manufacturer that can provide the items that can meet the specifications listed above. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, any firm believing itself capable of providing the items with the specifications listed above may submit appropriate documentation within 15 calendar days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses received will normally be considered solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
