- DESCRIPTION: THIS IS A REQUEST FOR INFORMATION (RFI) BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATIONS (FAR) PART 10 MARKET RESEARCH. This is not a Request for Proposal (RFP), and nothing shall be construed herein or through the RFI process to commit or obligate the Government to further action as a result of the RFI. In addition, contractors responding to this RFI shall bear all risk and expense of any resources used to provide the requested information. The information collected through this process is considered to be market research as described by FAR 2.101 and in accordance with FAR 10.002. Not responding to this RFI does not preclude participation in any further RFP, if any is issued. This RFI is issued to assess the level of interest and capabilities of all interested parties. The Office of the Comptroller of the Currency was established in 1863 as a bureau of the U.S. Department of the Treasury. The Office of the Comptroller of the Currency (OCC) charters, regulates, and supervises all national banks. As a bureau, OCC charters, regulates, and supervises national banks to ensure a safe, sound, and competitive banking system that supports both the citizens and the economy of the United States. The Critical Infrastructure Protection and Security (CIPS) office of the OCC is responsible for the protection of all OCC people, facilities, property, and all other OCC assets. The OCC is looking into a requirement for a security contractor to provide security services as described throughout this performance work statement to support all OCC facilities. This would include following security services for all OCC facilities: Program Management, Engineering and Design Services, Installation, Service, Maintenance, Inventory Control, and end-user training in support of the OCC Physical Security Program. The scope of the contract includes all 50 states. As a result, the contractor must the capacity to provide complete and full security service for approximately 80 locations.. As part of the OCC Physical Security Program all services supporting this program must comply with Homeland Security Presidential Directive 12 (HSPD-12). Constraints: The OCC current physical security system consists of the following components: 1.Access Control: The OCC utilizes the Software House CCURE 800 version 9.1. The system consists of both APC and I-Star control panels which are deployed at 12 OCC facilities in the National Capitol Region and throughout the country. The access control system is managed centrally from the OCC headquarters location with geographically dispersed primary and secondary servers. ** The contractor shall possess and maintain Software House Enterprise Level Certification*** 2.Card Readers: The OCC currently uses the following HID card readers: RP40, RPK40, RP15, and ProxPro 5355. 3.Visitor Management: OCC currently use the Stopware Passage Point Visitor Management System v 4.5. The visitor management system is used for registering, tracking, and verifying all visitors for the OCC Headquarters facility. This system is connected to the CCURE system allowing OCC security personnel to grant access privileges to visitors. 4.CCTV: The OCC currently uses American Dynamics DVR systems. These systems are typically configured as stand alone systems with few exceptions. The DVR systems range in size from small four to 32 camera systems. 5.Additional System Components: The OCC physical security system consists of several additional components including Aiphone intercoms, duress buttons, and optical turnstiles. INFORMATION REQUESTED The OCC is requesting information from public organizations and corporations that provide commercial off the shelf security services and supplies. Also any viable alternatives that could meet the requirements above. Respondents to this RFI shall provide the following information: a.Contractor background summary including: contractor name, DUNS, point of contact information, email, phone and business size. b.Location and capability of services: For example, number of employees, number and location of field offices and geographic region of operation c.Describe field office technical capabilities e.g. system programming, electrical infrastructure installation, networking, and locksmith capabilities. d.Provide examples of recent installations of large enterprise access control systems; to include HSPD-12 compliant systems e.Describe your company’s experience and expertise implementing HSPD-12 physical access control smart card provisioning systems. f.Project management structure e.g. Operations manager, senior technician, apprentice technician. g.Describe how your company provides project management, inventory control, and maintenance reports to its customers. h.Provide three examples from past performance projects similar to this program (examples can include Government and commercial projects). Also please indicate the type of contract (i.e. performance based, pricing arrangement, points of contact and value). i.Provide examples of installation standards used by all field personnel j.Describe your company’s training / education requirements for installation, service technicians, and managers k.Describe your company’s continuing training and education programs available for end users. RFI RESPONSE GUIDELINES AND PROCEDURES Responses to the information requested is limited to thirty-five (35) pages in 12 pt, Times New Roman font, and not exceed 1MB in size. Questions regarding this RFI shall be submitted via email to Brian Carper at Brian.Carper@occ.treas.gov no later than October 29, 2008. No telephone calls will be accepted. All responses shall be submitted to Brian Carper, via email at Brian.Carper@occ.treas.gov no later than 12:00 on November 4, 2008.
