- This is a Sources Sought Notice for small businesses to respond to the Supplemental Nutrition Assistance Program (SNAP) formerly called the "Food Stamp Program", new nationwide Store On-Site Visit Contract. T his notice is not a request for proposals and it is being published solely for the purpose of assessing the availability of qualified sources. The North American Industry Classification System (NAICS) code for this type of work is 561990, "All Other Support Services". The small business size standard or criteria is $6.5 million. The United States Department of Agriculture (USDA), Food and Nutrition Service (FNS) is seeking qualified sources for a potential service contract to provide a Nationwide Contract to conduct on-site visits to food retail stores for both authorization (new retailer) and reauthorization (retailers desiring continued participation in the SNAP). The objective of these on-site visits is to observe and assist FNS in determining if a store meets eligibility requirements to accept food stamp benefits from households. The attached Statement of Work and Attachment A lists each task and smaller sub-tasks to display what exactly needs to happen for each task to be successful. Interested firms shall respond by submitting written documentation that clearly demonstrates: (1) corporate experience meeting this requirement; (2) extent of subcontracting, i.e., transportation, consultants; (3) three references that can provide past performance information for services similar in size and scope; (4) information regarding the firm's business size based on the NAICS size standard above and (5) Capability Statement ( no more than ten (10) pages). Relative to experience, the government is interested in receiving as much corporate information as possible in order to determine the firm's capability to perform a nationwide contract. Information addressing the extent of subcontracting should include the percentage of subcontracting anticipated and description of work subcontracted. Respondents should provide the following information for past performance - company or entity name, contact name, phone number, e-mail address if known, and a description of services performed.
