Description
As a result of the previous MSC Ship Repair Conference, MSFSC has initiated a review of work packages with the intent to standardize items and remove ambiguities and redundancies. SWBS 000 General Requirements items is the starting point for this initiative. The attached package provides those standardized items that will be included in all MSFSC M&R shipyard availability work packages in the future. Please be aware of the following two points of clarification/explanation: 1. Many of the work items contain values that are shown as BOLD and UNDERLINED. These represent variables expected to differ between ship classes. These values will be input by the Port Engineer during work package development. These values should be the same within the ship class, but may differ between different ship classes. 2. WI 011 Furnish General Services is a ship class specific requirement that covers all of the support services required for the vessel in the yard. The version for the T-AOs is provided in our package, but the contractor should be aware that there is a version for each ship class. Our intent is to establish these standardized requirements to support transparency and simplification of bidding, planning, understanding and execution of these requirements. Please review the attached work items and provide: 1. General comments, suggestions, questions; 2. Identify areas, if any, that differ from commercial practice; 3. Identify areas, if any, that might result in unnecessary paperwork or effort or that add significantly to cost. Comments are requested no later than 14 November 2008. POC for comments is Kevin Spillane, phone (202) 685-5958; fax (202) 685-5942; kevin.spillane@navy.mil.
