Description
The National Institute of Allergy and Infectious Diseases (NIAID) intends to extend the current contract N01-AO-40063 with the Henry M. Jackson Foundation (HJF) for the Support of Clinical Research Infrastructure in South Africa for up to 75 days. Since 2004, NIAID investigators have collaborated with investigators from the South African National Defense Force (SANDF) to establish and maintain the necessary administrative and technical infrastructure needed to support the clinical research agendas in the prevention and treatment of infectious diseases and disorders of the immune system, specifically Human Immunodeficiency Virus (HIV) infection and tuberculosis in South Africa. The goal of these collaborative clinical research efforts, known as project PHIDISA, has been to conduct a program of clinical research that is of critical importance to the NIH and in the process, to establish, in a host country, sustainable clinical research infrastructure. The current contract has been utilized to help establish the needed clinical infrastructure in South Africa. Two protocols are currently being supported by project PHIDISA at multiple sites around the country. At this time, HJF is the only responsible source for this requirement. HJF has an established relationship with the SANDF as well as an understanding of its policies regarding the logistical support needed for the project. HJF has established agreements in place to furnish the equipment and supplies needed to continue supporting the clinical research infrastructure in place. HJF has developed a collaborative relationship with the South African Military Health Service as well as other U.S. collaborators working on PHIDISA. The time and resources needed for another firm to develop these types of relationships and resources would be prohibitive at this stage of the program. It would be detrimental to the project and potentially harmful to the lives of patients enrolled in the ongoing PHIDISA studies to switch contractors at this point. For these reasons, NIAID believes that no offeror can fulfill the existing need for the support of the clinical research infrastructure at the present time.
