Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. National Institute on Drug Abuse, Office of Acquisitions- Neurosciences, Station Support/Simplified Acquisition, on behalf of the National Institute on Neurological Disorders and Stroke (NINDS) intends to negotiate and award a purchase order on a noncompetitive basis to Nikolay Novikov, Ph.D. for continuation of services under current purchase order HHSN271200800514P. The services are increased in order to complete the project under protocol Z01 NS 02139-022. The NINDS is investigating how drugs modify dopamine receptor stimulation affect dynamic patterns in neuronal spike trains and local field potentials in basal ganglia thalamocortical circuits in conjunction with changes in cortical function. To study neurophysiological changes associated with stroke and the effects of dopaminergic agents on these changes, the NINDS needs to establish techniques to compare patterned and oscillatory activity of neurons within cortex and in the basal ganglia and interconnected brain areas such as the basal ganglia. These studies will be integrated with imaging studies (conducted by collaborators) and will allow insight into the neurophysiological basis of changes observed with imaging techniques. These studies will require sophisticated knowledge of surgical techniques for rat. The rat artery and vein will be individually cannulated under isofluorane anesthesia allowing for tight control of anesthesia levels. Glass electrodes will be made and implanted for recording of neuronal activity. Data, using the lab computers, will be collected from two to three electrodes implanted in different brain regions of the rat brain to monitor changes associated with stroke and dopamine receptor stimulation. Data representing waveform and timing of the action potentials will be analyzed and displayed in graphic form in order to further process various periods for cross correlations of spike trains and local field potentials from all the different pairs of neurons recorded. Composite computer-based analysis of local field potential and spike train wave from power spectra, dominant frequency and coherence analysis of the single unit data and local field potential data will be required. Data collection techniques will need to be verified though parallel experiments demonstrating the appropriate type of referencing and absence of signal contamination resulting from volume conduction and grounding errors. After studies are completed, rat brain tissue will be processed for histochemical markers. Dr. Novikov has been performing the services under the protocol. There is no known other source that can perform the specific rat surgery. The acquisition is being conducted under simplified acquisition using FAR 13 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
