Description
This is a request for information and market research survey to support acquisition/strategic planning for Naval Facilities Engineering Command (NAVFAC) Southeast (SE), Regional Base Operations Support Services (BOS) in the Jacksonville Florida area. BOS services will be provided to tenant commands located at Naval Air Station (NAS) Jacksonville, Naval Station (NS) Mayport, Submarine Base Kings Bay, Georgia, Blount Island Command (BIC), and BUMED Facilities. Consideration is also being given to include Base Operations Support (BOS) services at other bases in the NAVFAC SE Area of Responsibility (AOR) utilizing Indefinite Quantity Task Orders on a limited basis. The acquisition planning process is being performed in accordance with Federal Acquisition Regulation (FAR) Part 7. Currently there are two separate BOS contracts providing facility maintenance/facility sustainment services covering NAS Jacksonville, NS Mayport, Kings Bay and Blount Island. These areas are geographically close enough to consider including in a Regional BOS contract. The anticipated benefits are the economies of scale and capabilities/resources that one would expect for such a large contract. The information obtained from this RFI will help determine the structure for future facility maintenance contract(s). The two existing BOS contracts include:1.RBOS 1, A Firm Fixed Price, IDIQ with Award Fee (N62467-00-D-2451) Regional Base Operating Support Services contract providing facilities maintenance support to NAS Jacksonville, NS Mayport, BIC, and a 300-mile radius of NAS Jacksonville. RBOS 1 includes the following functional areas: Annex 1 - Elevator Maintenance, Annex 2 - Equipment Maintenance, Annex 3 - Utilities, Annex 4 - Environmental, Annex 5 - Transportation, Annex 6 - Family Housing (deleted), Annex 7 - Bachelor Housing, Annex 8 - Fire Alarm, and Annex 9 - Blount Island Command. 2.Kings Bay BOS, A Firm Fixed Price, IDIQ with Award Fee (N69272-00-D-3170) Base Operating Support Services contract providing facilities maintenance support to Kings Bay area of responsibility. The Kings Bay BOS includes the following functional areas: Annex 1 - Administrative/General Requirements, Annex 2 - Work Orders (Service Calls and Minor Work), Annex 3 - Security Services, Annex 4 - Fire Protection Services, Annex 5 - Custodial Services, Annex 6 - Refuse Collection and Disposal Services, Annex 7 - Grounds Maintenance, Annex 8 - Emergency Medical Services, Annex 9 - Family Housing Maintenance and Repair, Annex 10 - Utility Systems Operations and Maintenance, Annex 11 - Reserved, Annex 12 - Reserved, Annex 13 - Reserved, Annex 14 - Telephone System Operations and Maintenance, Annex 15 - Building and Structures Maintenance and Repair, Annex 16 - Ground Structures/Railroad Maintenance and Repair, Annex 17 - Operation and Maintenance of Vehicles and Equipment, Annex 18 ! - Operation and Maintenance of Weight and Material Handling Equipment, Annex 19 - Hazardous/Industrial Waste Operations and Services, Annex 20 - SWFLANT Services, Annex 21 - Social Services Counseling Services, Annex 22 - Mess Attendant Services, Annex 23 - Fuel and Material Support Services. Market Research Market research is being conducted as part of the acquisition planning phase of an anticipated acquisition (prior to formal solicitation) in accordance with Federal Acquisition Regulation (FAR) Part 10. The purpose of the market research is to obtain industry input in assist in making key decisions for consolidation, scoping, business unit definition (functional grouping requirements), contract type and structure decisions. Feedback is being sought from industry to better assess potential cost savings, administrative and performance efficiencies, and best industry practices that may be incorporated in the acquisition planning decision process. Market research is also intended to gather information to avoid negative impacts to competition, interest, and to determine the most suitable approach for acquiring needed services. One or more contracts may or may not result depending on the outcome of the market research. Research Method. Questionnaire 1 has been specifically designed to focus on initial acquisition planning decisions. Questions were designed to obtain data for decision making in consolidation, scoping, business unit definition (functional grouping requirements), contract type and structure.Questionnaire 2 will be used to record market information obtained from each commercial source included in the research.Upon receipt and consolidation of comments, a contractor's forum may be conducted to communicate consolidated results and provide information on expected procurement strategy.
