Description
It is the intent of the National Library of Medicine (NLM) to negotiate on a sole source basis with the Marine Biological Laboratory (MBL), Woods Hole, MA, under the authority of 41 U.S.C. 253[C](1) and FAR 6.302-1 for professional services to train medical educators, medical librarians, medical administrators, and young faculty in medical informatics - the applications of computer and information science in biomedicine. MBL conducts a nationally reknown, one week, intensive bioinformatics training session. This session will be held twice a year for approximately 30 health professionals each session. This requirement is for a Base Year with four (4) successive one-year option periods. Participants in the training and those who use the medical informatics laboratory will be exposed to hands-on instruction in accessing computerized databases, using communication networks, building and using knowledge bases for expert systems, and working with software for analyzing biological sequence data. MBL's Woods Hole facilities attract scientists and students from around the world to participate in conferences sponsored by educational institutions, research laboratories, and government agencies. By virtue of its expertise and sophisticated research and training facilities, NLM has determined that the MBL is uniquely qualified to carry out these required services in support of NLM's congressionally mandated outreach efforts. NLM has determined that MBL is the only source capable of providing the necessary services. This notice of intent is not a request for competitive proposals, nor is a Request for Proposals available. However, all proposals received within forty-five days (45) after the date of publication of this synopsis will be considered by the National Library of Medicine.
