Description
CECOM Contracting Center-Washington, Army Contracting Command intends to, on an Other Than Full and Open Competition basis, extend the period of performance until 30 Dec 2009 on Contract DAAB15-02-D-1007 with Radian Inc, for the acquisition of the Integrated Commercial Intrusion Detection System (ICIDS-III). This extension is required to allow for sufficient time for the follow-on to be awarded. This Other Than Full and Open Competition extension is based upon the statutory authority of 10 USC 23049(c)(1) and FAR 6.302-1 Only One Responsible Source. The ICIDS-III is an automated Intrusion Detection System (IDS) that uses color graphic displays, keyboards, computers and printers to respond to interior/exterior sensors, and Closed Circuit Television (CCTV) and entry control devices that monitor designated areas and facilities on and around an installation. This equipment enables detection of any unauthorized attempts to enter an installation, and activates alarms to alert operators to take appropriate action. The ICIDS-III consists of integrated commercial hardware and software components. These components vary in quantity and type depending on the level of protection required, physical construction of an area or facility, size and environmental characteristics of the installation, quantity of existing IDSs, and the number and location of vulnerability areas that require physical security protection. Radian is the only responsible source that has an available, tested and approved IDS that meets the Governments requirements. Any other source would require comprehensive Government testing, inspection and approval of its IDS before installation of the IDS could commence. Production, First Article Test, fix and retest would take up to 13 months to complete, and system installation itself then takes between 10-18 months. No source other than Radian was identified that could meet the Governments requirements for installations of the ICIDSs prior to December 2009. Any responsible source that can provide supporting data to demonstrate they can successfully provide the required services may submit a proposal that shall be considered by the agency. Responses should be no longer than five pages and provided in a Microsoft Word compatible document. All responses are to be in writing and received by email within 15 days of this notice and no later than 11:00 AM EST. No telephonic requests will be honored. Responses shall be sent to the following email address: matthew.klink@us.army.mil Acknowledgement of receipt will be issued. A determination by the Government not to compete this proposed extension based upon responses received to this notice shall be solely within the discretion of the Government.
