- Description
- The U.S. Army Special Operations Command (USASOC), Fort Bragg, North Carolina intends to negotiate on a sole source basis with Skydive Arizona, 4900 N. Taylor Street, Eloy, AZ 85231-9759 under the authority of FAR 19.1306 to provide services supporting Military Free Fall High Altitude Low Opening/High Altitude High Opening (HALO/HAHO) Sustainment Training. Skydive Arizona is the only known HUBZone small business concern with the capability of providing this service. Skydive Arizona’s facility and location possesses the highly specific requirements in regards to aircraft, vertical wind tunnel, instructors, air space, parachute certification, climate conducive to year-round training, and lodging. Skydive Arizona is considered the only HUBZone small business source capable of meeting the current requirements for year round training, who has the free fall training facilities already in place, and who is currently meets stringent requirements to conduct air operations. Skydive Arizona’s location will allow USASOC to meet its real world requirements to train Military Free Fall (MFF) operations year round without loss of training days due to bad weather. The rural setting, terrain, and environment in Arizona will provide a realistic training environment and is ideal for conducting HALO/HAHO jumps. Skydive Arizona currently has a large fleet of privately owned aircraft, giving them the ability to support operations on site and a vertical wind tunnel capable of safely supporting advanced team training operations. The period of performance is for a base year of 1 February 2009 – 31 January 2010 with two (2) one-year options. The applicable NAICS code is 481219. The anticipated date of award is NLT 1 December 2008. This notice is not a request for offers. FAR 19.1306 provides agencies the authority to negotiate exclusively with a HUBZone small business concern when there is only one known HUBZone small business with the capabilities the Government requires. However, any other responsible HUBZone small business concern believing itself fully capable of meeting the requirements may submit written technical documentation to establish the potential of meeting the Government's requirements. A determination by the Government not to compete the proposed effort on a full and open competition basis, based upon written responses to this notice, is solely within the discretion of the government. To be considered, any such written responses must be received by this office by 17 November 2008 at 10:00 a.m. EST. No extensions will be granted. Telephone responses will not be accepted.
