- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is W912TF-09-Q-0504 and is issued as an Request For Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-26. The associated North American Industrial Classification System (NAICS) code for this procurement is 333120 with a small business size standard of 750 employees. This requirement is a [Small Business] set-aside and only qualified offerors may submit bids. This solicitation is will end on 2009-11-12 14:00:00.0 Eastern Time. FOB Destination shall used to Pease ANGB, Newington NH 03801. Responses excepted by fax or e-mail. Fax Number 603-430-3428, Email - Scott.ballweg@ang.af.mil The Contracting Office requires the following items, Brand Name or Equal: 1 each, Highway Equipment Company, model P, 8' stainless steel, Polyurethane spinner, B&S Engine, Flip up Chute, Screens and hold downs, and sand cover. Self contained 304 Stainless steel hopper type utility spreader, feed conveyor, spinner disc, power drive, and all components necessary to make a complete operating unit. It shall be capable of uniformly spreading sand and/or chemicals, up to a width of forty feet. Price includes installation. Installed on a F-350 Super Duty 6-pick-up, 1, EA; The offeror must comply with the following commercial item terms and conditions: FAR 52.252-1, Solicitation Provisions Incorporated by Reference; FAR 52.204-8, Instructions to Offerors; 52.212-3, FAR 52.211-6, Brand name or Equal, DFARS 252.212-7000, Offeror Representations and Certifications-Commercial items. The following DFARS clauses in paragraph (b) of DFARS clause 252.212-7001, Contract Terms and Conditions Required To Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, apply: 252.204-7004 ALT A, Required Central Contractor Registration; 252.211-7003 and its ALT I, Item Identification and Valuation - Paragraph 252.211-7003(c)(1)(ii) applicable text is "NONE";252.225-7001, Buy American Act And Balance Of Payments Program; 252.232-7003, Electronic Submission Of Payment Requests; 252.247-7023 and its ALT III, Transportation of Supplies by Sea. IAW FAR 52.212-2; Evaluation - Commercial Items, the following factor shall be used to evaluate offers: Price. IAW FAR 52.204-7 Central Contractor Registration (CCR), the offeror must be registered in CCR. Information can be found at http://www.ccr.gov. The Government will transport vehicles to a facility for performance of services, if the facility is within a 45-mile radius of Pease ANGB. If a contractor facility is greater than 45 miles from Pease ANGB, the contractor is responsible for transport costs beyond this point. Standard delivery terms are 30 days after receipt of order. New Equipment ONLY. NO USED OR REMANUFACTURED PRODUCTS WILL BE ACCEPTED. Submitted Quotes will be valid for 30 days after the auction closing. This solicitation is issued as a Request for Quotation (RFQ), not an invitation for bid (IFB). IAW FAR 52.252-2 Clauses Incorporated by Reference, the full text of FAR and DFARS Clauses may be accessed electronically at http://farsite.hill.af.mil; and are current to the most recent revision dates posted on this site.
