Description
3rd Contracting Sq., Elmendorf AFB, Alaska is requesting information and conducting market research to determine if there are potential small businesses which have the capabilities to provide System Engineer IV and Program Manager I to support the Hospital Picture Archiving System (PACS). IAW FAR 52.215-3: (a) The Government does not intend to award a contract on the basis of this inquiry or to otherwise pay for the information solicited except as an allowable cost under the contracts as provided in subsection 31.205-18, bid and proposal costs of the Federal Acquisition Regulation. (b) Although "proposal" and "Offeror" are used in the inquiry your response will be treated as information only. It shall not be used as a proposal. (c) This inquiry is for planning and market research purposes only and should not be considered as a request for proposals or as a solicitation to do business with the Government. The contractor will be responsible to provide all labor, materials, equipment, and services for providing a System Engineer IV and/or Program Manager I to perform the following service that will be directly responsible for the daily operation of the following equipment: FUJI SmartCR XG-I Computer Radiography Units FUJI XG-5000 Computer Radiography Unit FUJI FCR-5000 Computer Radiography Unit FUJI XU-DI Computer Radiography Unit FUJI DryPix 3000 Laser Printer FUJI DryPix 5000 Laser Printer DatCard PACSCUBE Express 100X Operational, administration and network management of all PACS servers and workstations which includes the following functions and activities: Daily monitoring of scheduled jobs, using monitoring tools. Daily monitoring of scheduled backup/archival software. Daily monitoring of storage level capacities and assuring that storage levels of all Redundant Array of Independent Disks (RAID) partitions and Library are controlled appropriately. Daily monitoring of Server Event Log and resolution of unknown errors as appropriate. Monitoring of Server Hardware, including monitoring RAID. Notifying the Vendor of any problems and working collaboratively to solve those problems. User Management: Adding/Changing/Deleting users on PACS, including adding new users to PACS database, putting new users into appropriate user groups, granting appropriate SYNAPSE database privileges, changing user profiles, deleting users, and maintaining all PACS user management functions. Network Management: Name Resolution, including IP address management. Network trouble-shooting and problem solving, including factors related to network connection, data transfer performance, etc. Study Monitoring and Patient Information Management: Monitoring unmatched studies. Correcting studies using drag-drop operation, when images are in the wrong study, when study is in the wrong patient or when patient merge, study re-allocation, or image re-allocation is required. Correcting study using Patient Management Tool, when patient information is wrong; and for creating new patients, changing patient information. Notifying Vendor Service that correcting study using Database Tool is necessary, when database mismatches occur and cannot be corrected; or when changing database information, using Database Tool, is necessary. Transfer of external patient exams to Synapse: Will receive patient CDs from other facilities and transfer exams from the CD to Synapse. Confirms that the patient data is correct and available for review. Management of Asbestos exams: Review patient procedures for Asbestos exams semi-monthly. Create a CD containing Asbestos exams to transfer to external facility for B-reading. Scan returned Asbestos reports to Synapse Training: Providing User Training, including planning and coordinating training (personnel, site, equipment, materials) with Vendor training personnel, upon System purchase and during software upgrades. Training additional new users and providing refresher training for all users as needed. Participating in System Administrator and QC training provided by Vendor; remaining current in new versions and techniques. System Configuration Changes and Modifications: Notifying and coordinating installations with Vendor personnel when adding new devices (purchased workstations, servers, archives, etc. supplied by Vendor), moving or removing Vendor supplied hardware, adding new purchased workstation licenses, database license, DICOM license, RIS interface license, etc and set up workstation hardware supplied by the organization, including physicians' PCs to be able to use SYNAPSE Diagnostic/Review Desktop workstation license. Notifying, planning, and coordinating installation with Vendor personnel to add modality connections, including interfaces to new modalities. Notifying and coordinating with Vendor personnel when moves/changes to modalities' DICOM storage locations are required. Planning and coordinating software upgrades with Vendor personnel. Installing and maintaining other information software (e.g., MS office, e-mail, etc.) to workstations. Tracking and notifying Vendor personnel when modality software upgrades, RIS/HIS system software upgrades, or other related information system software upgrades are required. Trouble-shooting and Problem Solving: Analyzing and notifying Vendor personnel when hardware problems associated with Vendor supplied hardware require Vendor personnel involvement and resolution. Analyzing and solving hardware problems related to hardware supplied by the organization.Analyzing and working with Vendor personnel to resolve SYNAPSE software problems, e.g., images cannot be sent or viewed, backup or storage management does not work correctly, etc. Restoring data from backup. Analyzing and working with Vendor personnel to resolve software communication problems, including modality communication problems, RIS communication problems, etc. Provide 24/7 response, except on Federal Holidays. In the event of an equipment malfunction, the contractor shall be notified by the end-user. The Contractor shall respond via telephone to the end-user within 2-hours after receipt of telephone notification. If required, the contractor shall be on-site within 4-hours of system malfunction. Service support maintenance shall include, but not be limited to the following: Perform daily operational check of all systems and correct any deficiencies noted. "Systems" means the combination of Equipment and related Software, licensed or acquired by the Government, which comprise a Picture Archiving Communications System (PACS). Verify that the system's internal and external calibrations are within manufacture's specifications. Verification shall include reviewing operating system software diagnostics. Clean and lubricate mechanical parts in accordance with applicable manufacture's service manual. Perform an electrical check of the instruments and all accessories included in the contract and make electrical adjustments as required insuring compliance with manufacture's specifications. Replace excessively worn or defective parts: Excessively worn parts are those parts that, if not replaced immediately, may fail prior to the next scheduled visit. Visually inspect exterior of all systems for damage and cleanliness, and report any discrepancies to the PACS Maintenance Contract Monitor. Make mechanical adjustments to insure proper operation. Consult with the PACS Maintenance Contract Monitor regarding equipment performance. Unscheduled Maintenance: The contractor shall provide on-site repair support to correct all malfunctions that may occur. All tools, test equipment, parts, and supplies necessary to return the equipment to original calibration will be traceable to the National Bureau of Standards.
