- The Department of Homeland Security (DHS), Office of Procurement Operations is soliciting proposals for the establishment of a DHS Federally Funded Research and Development Center (FFRDC) on behalf of the Department to be known as the “Homeland Security Systems Engineering and Development Institute” (HS SEDI or SEDI) to be administered by the DHS Science and Technology Directorate. The purpose of this FFRDC is to provide specialized technical expertise to Department program managers to transform program-level operational requirements and performance metrics, constrained by cost and schedule, into a preferred documented configuration of sustainable deliverables. In addition, the purpose of the SEDI Federally Funded Research and Development Center (FFRDC) is to help the Department address “How” to accomplish program goals and objectives by the spiral insertion of new technologies, experimental prototypes, and commercial off-the-shelf (COTS) software and hardware into new and existing operational systems and platforms. The program risk must be carefully managed to tight cost and schedule constraints while maintaining critical performance requirements. Within the context of the scope and concept for the FFRDC, the SEDI will provide the government with the necessary expertise to provide best “lifecycle” value while promoting fair and open systems acquisitions and deployments through specific core competencies. The contract will support requirements for DHS component organizations and will be administered by the DHS Science and Technology Directorate. The solicitation is available in electronic format only from www.fbo.gov and www.fedconnect.net in accordance with the Government Paperwork Elimination Act (GPEA). The deadline for receipt of proposals is December 10, 2008, 12:00 Noon, Eastern Time. Questions in response to the solicitation must be submitted in writing to www.fedconnect.net by November 20, 2008, 12:00 noon, Eastern Time. Proposals in response to the solicitation must be submitted in electronic format to www.fedconnect.net and in hard copy as specified in Section L of the solicitation. FedConnect is a free service and is a web portal utilized by federal agencies. Prospective offerors must register at www.fedconnect.net in order to participate in this solicitation. Proposals submitted to a DHS personal email account or through any other mechanism other than specified herein and in the solicitation will not be evaluated or considered. Late proposals will not be evaluated or considered. Late questions will not be addressed. Prospective offerors are strongly encouraged to thoroughly read the solicitation and follow the solicitation instructions. DHS anticipates the award of a single contract in response to this solicitation. Entities which are currently operating FFRDC contracts for DHS may not submit a proposal. If an offeror proposes to organize a business entity dedicated to the performance of any contract resulting from this solicitation, the offeror and any other entities involved in such organization will be required to execute a performance guarantee for the new entity. DHS makes no representation that a contract award will result from this solicitation. The award of the contract is contingent upon the availability of funds. This solicitation supersedes draft Solicitation Nos.HSHQDC-08-R-00157, HSHQDC-08-00160 and HSHQDC-08-R-00008D. No phone calls will be accepted.
