- 1.0Scope 1.1General This Statement of Work (SOW) defines the requirements of the contractor to provide engineering and prototyping of an Equalization Discharge Fixtures capable of discharging the M81757/18-1 battery cells to zero volts in less than sixteen hours. 2.0 Requirements The fixture design must meet the requirements of MIL-PRF-81757/18(AS), and must fit both M81757/18-1 battery cell layouts depicted in MIL-PRF-81757/18(AS) or technical manual T.O. 8D2-28-2. Additionally the following requirements must be met: -Fixture must be capable of discharging the M8175/18-1 battery cells to 0.0 volts in less than 16 hours -Fixture discharge posts (or pins) MUST fit both M81757/18-1 battery cell lay-outs as shown in MIL-PRF-81757/18(AS) and/or technical manual T.O. 8D2-28-2. -Fixture must fasten to battery utilizing the batteries four latches. -Fixture must have a carrying handle. -Functional Configuration Audit (FCA) and Physical Configuration Audit (PCA) will be required, prior to acceptance by the government. -Fixture must be properly marked with part number and serial number; Identification plate and contain UID. -Initial drawings to include, top level assembly with schematics and corresponding parts list. -Final drawings will be required for review prior to FCA/PCA. -One prototype assembly will be required for FCA/PCA. -Utilization of best commercial practices. -Operator’s manual or instructions required for use of the fixture and updating government technical manuals. Instructions in either Adobe PDF format or Word Document are acceptable. -Total number of fixtures required: 10 2.1 Functional/ Physical Configuration Audit (FCA/PCA) A FCA/PCA shall be conducted by the Government on the Prototype to examine the as-built equipment configuration against its technical documentation, for the purposes of establishing product baseline. The FCA/PCA will be conducted at the Contractor’s facility. Any discrepancies noted during FCA/PCA will be submitted to the Contractor at the end of each day. The Contractor is responsible for the correction of all discrepancies noted during FCA/PCA prior to acceptance by the government. 2.1.1 Government to Provide The government will provide to the contractor the following at Project Award. -Layout references of interior components for both M81757/18-1 layouts. -Copy of MIL-PRF-81757/18(AS) -Battery samples of each layout-for contractor to perform form, fit, and function. -Drawings pertaining to Equalization Discharge Fixture Assembly designed for NBC-1A, BATTERY CHARGER/ANALYZER, NICAD. 2.3 System Warranty The Contractor shall provide a one-year warranty. Any Fixture returned to the Contractor under this Warranty shall be replaced at Contractor expense at no additional cost to the Government. The Contractor shall provide a list of all items covered under this warranty. Contractor format is acceptable. Specification / Requirements Requirement An Equalization Discharge Fixture for the M81757/18-1 Battery capable of discharging to zero volts in less than sixteen hours; additionally. 1.Functional Configuration Audit (FCA) and Physical Configuration Audit (PCA) shall be required prior to acceptance by the government. 2.Initial drawings, if applicable, to include top level assembly, schematics, and corresponding parts lists to be made available to the government for review. 3.Preliminary drawings will be required for review prior to FCA/PCA. 4.One prototype assembly will be required for FCA/PCA 5.Operator’s manual or instructions required for use of the fixture and updating government technical manuals. Instructions in either Adobe PDF format or Word Document are acceptable. Specification 1.Fixture must be capable of discharging the M81757/18-1 battery cells to 0.0 volts in less than sixteen hours. 2.Fixture posts or pins must fit both M81757/18-1 battery cell lay-outs as depicted in MIL-PRF-81757/18(AS) and / or T.O. 8D2-28-2. 3.Fixture must fasten to battery utilizing the batteries four latches. 4.Fixture must have a carrying handle. 5.Fixture must be properly marked with an Identification Plate consisting of part number, serial numbers and UID, as applicable. 6.Utilization of best commercial practices.
