- 1. TYPE OF CONTARCT It is the VA's intention to award a Indefinite Delivery/Indefinite Quantity (ID/IQ) Contract for the services identified below for commercial items to a contractor under the authority of Title 38 U.S.C. Sections 8153 to the contractor providing the best overall value to the Government. Minimum and Maximum Limitations of Contract: In accordance with FAR 16.504(a)(ii), the minimum quantity of services to be acquired under the contract shall be 500 hours per year. The maximum quantity of services to be acquired under the contract shall be 6766 hours. 2. PLACE OF PERFORMANCE VA Medical Center 76 Veterans Avenue Bath, NY 14810 3. SERVICES Contractor shall provide Inpatient, Emergency Department and Urgent Care Physician Coverage Services, herinafter referred to as Officer of the Day Services, during non-administrative hours, for a one-year period from date of award, and all option years, in accordance with the terms and conditions outlined in this solicitation. Contractor shall provide sufficient credentialed Physician personnel to perform the requirements of this contract, as well as, credentialed personnel to provide back up scheduled and unscheduled leave. One contractor employee must be present at the VA facility and must be performing the required services for the period as specified in the contract. Payment shall be made only for hours actually worked. Payment for any leave, including sick leave, holiday or vacation time, is the responsibility of the contractor. Services will include, but are not limited to the following: a. Patient Care: The Officer of the Day is responsible for the care of all medicine, psychiatric, intensive care unit, Domiciliary patients and Community Living Center residents at the Medical Center and those patients who report to the admitting/emergency room during the tour of duty. Officer of the Day is also responsible for providing care to Medical Center personnel. b. The Officer of the Day is authorized to admit acute medical patients per InterQual Standards. Interqual Standards are a Commercial, Off the Shelf, Managed Care, evidence-based series of algorithms to determine severity of illness. VA uses the software for Utilization Management.
