- Description
- The Naval Air Systems Command, Aircraft Division (NAVAIR-AD), Patuxent River MD intends to procure airborne solid state data recorders and playback systems in support of the US Naval Test Pilot School (TPS). Additionally, hardware will be procured to provide system components and replacement hardware to support the IRIG-106 Chapter 10 compliant recorders currently in use on MH-60, Presidential Helicopter VH-71, and P3 programs. The Government intends to solicit and negotiate on an other then full and open competitive basis with Zodiac Data Systems, Inc. of Alpharetta, GA under the authority of Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other services or supplies will satisfy agency requirements. The existing system currently in use was developed by Zodiac Data Systems, Inc. and is the only system that is 100% compatible with the existing data processing infrastructure at TPS. Zodiac Data Systems, Inc. is the owner of proprietary data required to meet the TPS requirements of converting IRIG-106 CH-10 solid state recorded data to the native Pulse Coded Modulation (PCM), Time and Voice data streams. Additionally, the system components and replacement hardware procured under this acquisition are direct replacements for existing Zodiac data recording systems and must be completely compatible, both electrically and mechanically, in order to work as part of an integrated instrumentation data recording system. The recorder hardware must be the same form, fit, and function as the equipment currently in use on the MH-60, Presidential Helicopter, and P3 programs. Interested parties may submit a capabilities statement in which to identify their interest and capability. To be eligible for contract award or payment by any Department of Defense activity, offerors must be registered in the Central Contractor Registration (CCR) database, see http://www.ccr.gov. All capabilities statements received by 2:30 PM Eastern Standard Time, 26 November 2008 will be considered by the Government solely for the purpose of determining whether to initiate a competitive procurement. Technical capability will be determined solely on the content and merit of the information submitted in response to this provision. Therefore, it is incumbent on the interested party to provide sufficient technical literature, documentation, etc. in order for the Government to make an adequate technical assessment of the proposal. The Government reserves the right to process the procurement on a sole source basis based upon the responses received. The Government will not pay for any information received.
