- The Bureau of Reclamation, Pacific Northwest Region, is in the process of issuing a non-competitive letter contract to VA Tech Hydro USA, 10735 David Taylor Drive, Suite 500, Charlotte, North Carolina 28262, for repair of the G7 stator located in the Left Powerplant at Grand Coulee Dam, Grand Coulee, Washington. We intend to issue this contract in accordance with FAR 6.302-2, Unusual and Compelling Urgency for the following reasons: 1. Andritz VA Tech Hydro LTD (formerly GE Hydro Canada) designed, manufactured, and installed the new stator in G7, and retains the warranty on said equipment. (GE Hydro Canada was acquired by Andritz, and Andritz now retains the warranty.) Andritz has also acquired VA Tech Hydro USA. Andritz has VA Tech Hydro USA perform all site work for Andritz subsidiaries in the United States. 2. Generator G7 is currently inoperable due to the damage sustained on the end-turns of the stator. With every day that G7 is not producing power, the government loses significant monies associated with the availability and produced power from the unit. 3. VA Tech Hydro USA is currently on site performing turbine runner rehabilitations. VA Tech is very familiar with the Grand Coulee powerplant procedures and equipment and the most knowledgeable entity to determine placement of disassembled parts so as to minimize floor loading (a very serious consideration) and minimize disruptions to the flow of work for the Turbine Runner Replacement contract. This procurement is a non-competitive procurement. The North American Industry Classification System (NAICS) code is 333611 and the size standard is 1000 employees.
