Description
The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA) Region I is contemplating award of a Fixed Price Contract to highly qualified HUBZone small business concerns or Service Disabled Veteran Owned Small Business. This is a SOURCES SOUGHT ANNOUNCEMENT, NOT A REQUEST FOR PROPOSAL AND THE GOVERNMENT IS NOT OBLIGATED TO AWARD A CONTRACT PURSUANT TO THIS ANNOUNCEMENT. NO SOLICITATION PACKAGE IS AVAILABLE AT THIS TIME AND REQUESTS FOR SOLICITATION PACKAGES WILL NOT RECEIVE A RESPONSE. The purpose of this Sources Sought Synopsis is to determine interest and capability of potential qualified firms with the North American Industry Classification Code (NAICS) 561720 Janitorial Services. Based on the responses to this sources sought synopsis FEMA Region I will determine if this requirement will be set-aside for SBA Certified HUBZone Small Business Concerns or Service Disabled Veteran owned small businesses (SDVSOB) or procured as a full and open competition set-aside 100% for small business concerns. The primary services to be performed are housekeeping and janitorial services. Services under this contract are not limited to those listed above. See attached Performance Work Statement and Site Description. The work will be performed at the Federal Regional Center (FRC), located in Maynard, Massachusetts, Middlesex County. The FRC is located in Census Tract "25017364102" which IS NOT HUBZone qualified. It is anticipated this will be a single award contract containing a base period with 4 option years if the option years are exercised. The dollar value of this requirement is estimated to be more than $500,000.00. In accordance with FAR 19.1305 SBA Certified HUBZone small Business concerns will be given first consideration with regard to this requirement. This sources sought is for market research and planning purposes only and is not to be construed as a commitment by the Government. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Respondents will not be notified of the results of the reviews. All information submitted in response to this announcement must be received on or before the closing date. Certified HUBZone Small Business Concerns or SDVOSB interested parties may submit capabilities statements electronically via email, but it is the responsibility of the vendor to ensure the email was received. Electronic responses should be directed to diane.mckenzie@dhs.gov. Mailed capabilities statements can be sent to the contracting office address shown above, marked for the attention of Diane McKenzie. Mailed responses should be submitted as an original and two (2) copies. All responses, either electronic or mailed, must be received NLT 4:00 p.m., November 28, 2008. ALL responses shall contain the following information: (1) Full Company name, address, phone number, primary contact(s), email address, NAICS Codes; (2) List/identify work you currently perform (or experience of facilities housekeeping and janitorial services performed within the past 3 years) as they relate to this requirement with a positive statement of your intention to submit a proposal as a prime contractor if a solicitation is issued. Experience shall include contract numbers, project titles, short project descriptions, number of employees under the contract, dollar amounts, with points of contacts and current phone numbers; (3) Date of SBA HUBZone Certification. Capabilities statement shall not exceed 50 pages (no hyperlinks or electronic media) and shall include a synopsis of specialized experience and technical competence of your firm with the type of services/specific experience and qualification of personnel to be proposed as it relates to this requirement. The housekeeping/janitorial employees under the current contract are not covered by a Collective Bargaining Agreement (CBA). All information shall be submitted in sufficient detail for determination of the ability of the contractor to perform the required services. Failure to submit all information requested could result in a contractor being considered as not interested in this requirement.
