Description
SPECIAL NOTICE for DRAFT RFP W91247-09-R-0002 PRE-PROPOSAL CONFERENCE The Mission and Installation Contracting Command(MICC) Center Fort Bragg, Fort Bragg, NC, has a requirement for the US Army Installation Management Command (IMCOM) and the US Army Environmental Command (USAEC) to procure Environmental Compliance services. This requirement requires the contractor to provide all services and equipment necessary to perform environmental services in support of Environmental Compliance to meet legal environmental guidance throughout IMCOM. This acquisition will provide contract support services to satisfy the requirements of IMCOM Regional Offices, IMCOM installations, the USAEC, and other organizations (to include the US Army Corps of Engineers) that may require support under this acquisition. Environmental Compliance requirements are broad and include support for all air, water, and hazardous waste management activities. This acquisition will provide technical assistance to the Army with environmental compliance requirements in five broad categories: (1) survey, inventory, or investigation, (2) program improvement, (3) sampling and analysis, (4) training, and (5) environmental compliance review. The following performance areas are excluded from this Environmental Compliance acquisition: "Management and professional services provided by contractor personnel routinely working at the Army facility "All stages of contaminated site investigation, remedy selection, and cleanup required by Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) or RCRA except 1-time preliminary site investigation of a new suspected contaminated site to determine further action "Waste transport and disposal on or off post "Work on any privatized utility that is the responsibility of the utility manager "Natural resources compliance (Covered by a separate acquisition) "Cultural resources compliance (Covered by a separate acquisition) "Representing the US Army in negotiations or discussions with regulators "Purchase of equipment for installation use, other than sampling or monitoring equipment The period of performance will consist of a basic ordering period of 2 years, one 2-year optional ordering period, and one 1-year optional ordering periods for a total of a 5 year ordering period. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. This is an opportunity for interested potential offerors to attend a Pre-proposal Conference to discuss the DRAFT Request for Proposal (RFP). The North American Industry Classification System (NAICS) code is 541620, Environmental Consulting Services with a size standard of $7.0 million. The Pre-proposal Conference is scheduled for December 16, 2008 at the Baltimore-Washington International (BWI) Airport Marriott, 1743 West Nursery Road, Baltimore, Maryland. Interested sources should register at the USAECs website: http://aec.army.mil/usaec/business/. The Government intends to offer a briefing session from 8:00 AM -10:00 AM EST to discuss the DRAFT RFP and a general question/answer session from 10:00 AM - 12:00 PM EST. Participation is not mandatory and a transcript of this Pre-proposal Conference will be posted to the USAECs website at http://aec.army.mil/usaec/business/. Questions in regard to the DRAFT RFP must be submitted via fax to ATTN: Ms. LaTanya Johnson (910) 396-7872 and may be submitted anonymously. Ms. Johnson may be reached via telephone at (910) 396-3916. All submissions should be clearly marked Question(s) for USAEC Environmental Compliance Pre-Proposal Conference. All questions to be addressed at the Pre-proposal conference must be received no later than December 5, 2008. However, questions may be submitted through December 19, 2008. Questions submitted after December 5, 2008 will be answered and posted to the USAECs website. The DRAFT RFP is available at the Army Single Face to Industry (ASFI) website https://acquisition.army.mil/asfi/solicitation_search_form.cfm and USAECs website at http://aec.army.mil/usaec/business/. The anticipated posting of the final RFP is on or around January 12, 2009. The final RFP will also be available at the ASFI and USAEC websites. The solicitation will specify the actual date and time for proposal receipt.
