- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is W907H483110001 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-26. The associated North American Industrial Classification System (NAICS) code for this procurement is 532292 with a small business size standard of $6M. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2008-11-20 15:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Fort Hood, TX 76544 The USA ACA Fort Hood requires the following items, Meet or Exceed, to the following: LI 001, Lease of three (3) TentsTENT #1 - Lease of tent, approximtely 1,000 sq ft (50' x 20' with 10' walls). Tent must have basic lightning to conduct basic manual training procedures such as CPR or physical training. Must have temperature control capable of maintaining temperature at or below 85 degrees and greater than 65 degrees Fahrenheit. Tent will have 6 power outlets (three prongs GCFI preferred). Power distribution system and outlets must have capability of handling high amperage (up to 20 amps) medical devices operating simultaneously on multiple outlets. Tent floor (existing concrete pad)and walls covered with plastic (plastic coverage will not be recoverable after training is completed). Tent will have three doors (6' wide) configured. Tent #2 - Lease of tent, approximately 2,000 sq ft (50' x 40' with 10' walls). Tent must have lighting system equivalent to office or classroom lighting. Soldiers must be able to read and write and perform precise training skills such as initiate an intravenous injection or operation medical devices using various training aids. Must have 6 outlets (three prong GCFI preferred). Outlets will support floor fams and/or additional lamps only. Tent floor (existing concrete pads) covered with plastic (plastic covering will not be recoverable after training is completed). Tents will have three doors (6' wide) configured. TENT #3 - Lease of tent, approximately 800 sq ft (40' x 20' with 10' walls). Tent must have lighting system equivalent to office. Tent will be used for C2 node for the BCT3team and for entry control point into training area. Must have 4 power outlets (three prong GCFI preferred). Must have two doors: one in the front and one in the back to facilitate traffic control. A cover walkway must be provided to connect tents 1 & 2 and the walls of the tents must be covered with heavy industrial plastic-floors included. LEASE PERIOD: 2 Dec -12 Dec 2008. SEE ATTACHED STATEMENT OF WORK (SOW). Please coordinate with LT Schoengarth at 254-554-1024 for delivery instructions. Quantity and unit price are reversed to facilitate prompt payment and deobligation of unused funds at the end of the performance period., 1, EA; LI 002, Power Generator, Generator must operate on JP8 fuel. Must be able to support power requirements for air conditioning for tent #1 and all the outlets for the three (3) tents. Generator and power distribution system (cables) must be positioned as not to block vehicle access to any tent door as shown in attached diagrams. Training unit will be responsible for refueling generator. Contractor must provide maintenance/repair of generator and/or power distribution system within four hours of notification of mechanical failure. Generator must be quiet and positioned at adequate distance to permit speaking in both tents. LEASE PERIOD: 2 Dec -12 Dec 2008. Quantity and unit price are reversed to facilitate prompt payment and deobligation of unused funds at the end of the performance period., 1, EA; LI 003, Air Conditioning, Environmental Control Unit (ECU) for Tent #1. AC system must be capable of maintaining temperature inside Tent #1 at or below 85 degrees and heating greater than 65 degrees Fahrenheit. ECU and ducts must not interfere with vehicle access to any tent doors as shown on attached diagrams. LEASE PERIOD: 2 Dec - 12 Dec 2008. Quantity and unit price are reversed to facilitate prompt payment and deobligation of unused funds at the end of the performance period., 1, EA; For this solicitation, USA ACA Fort Hood intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. USA ACA Fort Hood is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Offerors may not artificially manipulate the price of a transaction on www.FedBid.com by any means.
