Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) and NESDIS Acquisition Division SAP Team on behalf of NOAA intends to negotiate on a sole source basis under FAR Parts 6 and 13 with the American Fisheries Society, to: 1) conduct quarterly to bi-annual seminars on Capital Hill focusing on current issues in fisheries and other aquatic resources; 2) development and dissemination of policy statements related to biodiversity, habitat protection, and watershed management; 3) work with other likeminded societies to improve public understanding of the fundamental underpinnings of the fisheries of the world; 4) provide timely, scientific information to professionals, stakeholders, governments, and the general public through, paper and online journal publications, position statements, and white papers; 5) re-examine the diversity of the human resources that we find in the fisheries profession and our society and aim to equilibrate those numbers; 6) develop a new strategic plan for the period 2010-2015; and 7) provide cost-efficient services, operations, and support for its members. International collaboration with other societies through Topic Oriented Meetings will provide professional development opportunities for both international and North American fisheries professionals. This vendor is the only source known to NOAA for these services. The associated North American Industry Classification System Code (NAICS) is 541990 (Directory and Mailing List Publishers) and size standard is $6.0. Clauses applicable to the acquisition are through Federal Acquisition Circular (FAC) 2005-27. Notwithstanding the Government's intent to negotiate this requirement on a single source basis under the authority of 41 USC 253(1) as implemented by FAR 6.302-1, all responsible sources may submit a statement of technical capabilities which shall be considered by the agency. Information submitted in response to this notice must be in sufficient detail to permit agency analysis to establish a bona fide capability to meet the requirement. Responses from this notice may be submitted via email to Gina E. Lee at gina.e.lee@noaa.gov, no later than 12:00 noon November 26, 2008, Eastern Standard Time. Failure to submit documentation will result in the Government proceeding as stated above. A determination by the Government not to open competition based on responses to this notice is solely within the discretion of the Government. Reference: NFFKST00-9-46220 in your response.
