Description
Sources Sought Synopsis - This is not a Notice of Solicitation. The Walla Walla District Corps of Engineers is issuing this notice to determine if there are an adequate number of interested business concerns capable of providing Acoustic Telemetry Transmitters (ATT) that meet the following specifications and are compatible with existing District-owned systems for juvenile salmonid research purposes at McNary Dam associated with the Northwestern Divisions Anadromous Fish Evaluation Program (AFEP). Walla Walla District COE also needs quality assurance performed to guarantee that existing equipment is still functioning properly for deployment in late February 2009. The ATTs and service needed for FY09 survival and passage studies include: Item 1: Model 795L micro acoustic transmitters 3,100 each Item 2: Model 795E acoustic transmitters 4,600 each Item 3: Model 795X acoustic transmitters 30 each Item 4: Bench-Check equipment used in 2008: 6 Acoustic Telemetry Receivers (ATR's), 154 hydrophones, 29 295-X data loggers. Contractors who can provide the US Army Corps of Engineers with these ATT in accordance with the specifications are invited to submit electronically an affirmative written response indicating a bona fide ability to meet this specific requirement. HUB zone, 8a, Service Disabled Veterans and other Small Business concerns are encouraged to respond. This announcement is based on the best information available and may be subject to future modification. This announcement does not commit the Government to award of a contract. The U.S. Army Corps of Engineers is not responsible for any costs incurred by vendors responding to this notice. Please be advised that all information submitted will be considered procurement sensitive. Contractors shall provide documentation of their qualifications and experience in manufacturing large scale ATT orders. The contractor shall follow the ATT requirements mandated by the National Marine Fisheries Service, the Nez Perce Tribe, the U.S. Fish and Wildlife Service, Oregon Department of Fish and Game, Washington Department of Fish and Wildlife, Idaho Fish and Game, and the Corps of Engineers using techniques described in Prentice et, al. (1990). Each tag must satisfy the Corps requirements without requiring major purchases of new receiver equipment, new designs of technology or compromised reliability. The supplier must be able to produce and provide large quantities of ATTs in a short time frame in order to meet delivery dates driven by the timing of out-migrating juvenile salmonids and research activities. A delay in delivery could delay research a full year with the loss of millions of dollars to the Government. Responses shall appear on company letterhead and include, at a minimum, affirmation of active registration in the Central Contractor Registration (CCR), your Data Universal Number System (DUNS) number, and any applicable qualifications. All responses should include a point of contact, telephone number, and electronic address. Additionally, respondents should indicate whether they are a large business, small business, service disabled veteran-owned small business, 8(a) concern, women-owned small business, HUBZone, or are foreign-owned. Responses to this notice will be used to determine the availability of this type of supply. All responsible sources may respond to this synopsis and all responses will be considered by the agency.
