- NAICS Code: 561421 NAICS Code: 561421 - COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format set forth in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation is being issued as a Request for Quote (RFQ). The U.S. Environmental Protection Agency (EPA) National Enforcement Investigations Center (NEIC) intends to award a fixed-price purchase order to the selected contractor for telephone answering services. The selected contractor will be responsible for providing an answering service for the regional offices to be determined later. The service is to be provided on a constant basis, 24 hours a day, 7 days a week using instructions outlined in a protocol to be used when answering phones in each office. The period of performance for this procurement will be from February 1, 2008 through December 31, 2009 with two additional one-year option years. The maximum expiration date for this requirement is December 31, 2011. The level of effort for this procurement is estimated at 26,280 hours total or 8,760 hours for the base year and each additional option year. Any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a quote, which if received within fifteen (15) calendar days of the date of this announcement will be considered for award. All quotes received in response to this posting will be evaluated based on the lowest price, technically acceptable offer. The following provisions and clauses apply to this acquisition: 52.212-1, Instructions to Offerors - Commercial Items, 52.212-2, Evaluation - Commercial Items, 52.212-3, Offeror Representations and Certifications - Commercial Items, 52.212-4, Contract Terms and Conditions - Commercial Items, 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items. Specifically, the following clauses cited are applicable to this solicitation: FAR 52.204-2, FAR 52.204-9, FAR 52.213-2, FAR 52.216-24, FAR 52.222-3, FAR 52.222-21, FAR 52.222-26, FAR 52.222-36, FAR 52.232-23, FAR 52.233-1, FAR 52.249-1 and FAR 52.249-8.
