Description
The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to purchase a Traveling Wave Tube Ultra High Frequency (TWT UHF) Amplifier. The item being purchased must meet all of the following technical requirements: 1) Must have a pulse width capability from 0.1 us to 128 us. 2) Must cover a minimum frequency range 0.850 MHz through 1.0 GHz 3) Must have pulse rise/fall times <20 ns 4) Must have a minimum Duty Cycle of 4% 5) Must have a 50 ohm impedance match on load and input 6) Must have maximum spurious outputs of -45 dBc 7) Output load voltage standing wave ratio (VSWR) must be able to operate with a 2:1 VSWR without damage and the unit must possess VSWR protection for higher VSWR 8) An RF forward test point is desired 9) Must possess a pulse input connector that operates at 50 ohms, TTL signal levels 10) Gain flatness of +/-3dB across band is required 11) Output power must be at least 2000W Peak 12) Primary power must be either 110 VAC or 220 VAC, single p! hase 60 Hz. The unit must be shipped with a power cord 13) Capability to receive N-Type RF input is desired 14) N-type or SC-type RF output is desired 15) BNC Pulse input connector is desired 16) Desired dimensions are as follows: Width - 19 inches to fit 19 inch rack mount; Height - 16 inches or less; Depth - 30 inches or less 17) Weight - should be less than 150 lbs 18) M Must be ruggedized for use in on shock rafts in a military shipboard environment 19) Must use forced air cooling 20) Must be equipped with a GPIB remote control interface 21) Must have front panel operator controls for local operation. Product shall be delivered FOB destination to the Naval Surface Warfare Center Dahlgren Division, Dahlgren, VA no later than six months after receipt of order. The award shall be a firm fixed price purchase order and shall be executed under Federal Simplified Acquisition Procedures (FAR Part 13). In order to be eligible for award firms must be registered in the Central Contractor Registration (CCR) database. Vendors may obtain information on registration in the CCR on the Internet at http://www.ccr.gov. The award shall be based upon an assessment of which potential source represents the best value for the Government. The best value will be based upon the following factors: 1) The degree to which the potential supplier can provide a product that most meets, does not meet, or exceeds the technical requirements listed in the above description 2) Ease of use and compatibility with the system in which the amplifier will operate. Ease of use and compatibility includes such qualities as: ease and speed of installation; the degree to which the remote controls match front panel control functions; the amount of modifications required to integrate the device into the electronic system. 3) Past Government contract performance will be assessed. Evaluation criterion 1 will be considered to a greater degree than criterion 2 and 3. This synopsis is a Request for Quotations. In accordance with FAR 5.207(c)(15)(i), all responsible sources may submit a quotation which shall be considered for the purchase award. Questions or responses to this notice should be submitted via email to phillip.makely@navy.mil, must be received NLT 5 December 2008, and must reference Quotation Number N00178-09-Q-3932. The award of this purchase is to be made under Simplified Acquisition (FAR Part 13) Procedures. The Government will not issue a written solicitation as all items are specified in this notice. Closing time and date is 5 December 2008 at 5:00 p.m.
