- The General Services Administration (GSA) has a requirement for the selection of a quality contractor to perform design/build of a Building Integrated Photovoltaic Roof (BIPV) at the C.S. Fisher Federal Building, Trenton, NJ. The project is to be awarded as a firm fixed price contract. The work includes, but is not limited to: Develop a design for a new Building Integrated Photovoltaic (BIPV) roof system at the CS Fisher Courthouse. The roof shall be an Energy Star rated single-ply cool roof at the upper-most tier of the courthouse which integrates flexible, amorphous PV panels directly into the roofing system. The rooftop area is 4,063 square feet. Perform all construction services necessary for the successful installation of the new BIPV Roof System based upon the design generated. Design package shall include specifications and drawings. The period for performance for this project is two forty (240) calendar days. The total evaluated estimated cost of the design and construction is between $100,000 to $250,000. It is GSA's intent to solicit this requirement through Full and Open Competition utilizing Lowest Priced Technically Acceptable (LPTA) Source Selection procedures. The LPTA method, FAR 15.101-2, has been determined by the GSA Project Team to be in the best interests of the Government. The NAICS for this procurement is code 238160. The resultant contract will be a firm fixed price contract. Award may be made without discussions. For this procurement the GSA Project Team shall evaluate all properly received offers consistent with FAR 15.101-2, Lowest Price Technically Acceptable Source Selection process. As defined in FAR 15.101-2 (a) the lowest price technically acceptable source selection process is appropriate when best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price. FAR 15.101-1 (b) (1) states that the evaluation factors and significant sub factors that establish the requirements of acceptability shall be set forth in the RFP. The GSA Project Team shall utilize the following factors as the requirement for acceptability: 1. Experience for both the designer and the installer (may be same entity), and 2. Key Personnel Qualifications. This announcement also constitutes the synopsis of the pre-invitation notice. A Pre-proposal conference will be held at the C. S Fisher Courthouse, Trenton, NJ at a date to be determined.
