Description
The National Institute of Standards and Technology (NIST) intends to negotiate a sole source contract for contractor programming, database, and scientific support services to Alexander Kramida, 18723 Purple Martin Lane, Gaithersburg, MD 20879-1749, under the authority of 41 U.S.C. 253 (c)(1). The NIST Data Center on Atomic Spectroscopy requires contractor programming, database, and scientific support services for the unification of the HTML bibliographic references of both the NIST Atomic Spectra Database (ASD) v.3 and the NIST Atomic Energy Levels and Transition Probabilities Bibliography Databases (BDs) and for the critical compilation of Atomic Energy Levels and Spectral Lines for the period 1990 through 2003. NIST is aware of no other vendor besides Alexander Kramida that can unify these systems, which is used continually by NIST staff and researchers worldwide. The sole source determination is based on the need that the existing database and programming code is proprietary and can only be obtained from Alexander Kramida. This order is a follow on to NIST purchase order SB1341-08-SE-0352, which was competed and awarded to Alexander Kramida for contractor programming and database support services for the unification of the NIST Atomic Spectra Database (ASD) v.3 and the NIST Atomic Energy Levels and Transition Probabilities Bibliography Databases (BDs). Alexander Kramida was the only offeror to respond to the original solicitation. Alexander Kramida appears to be uniquely qualified to fulfill this requirement for he has unique scientific knowledge and experience in performing the tasks required. In addition, Alexander Kramida is the proprietary owner of the Level Optimization (LOPT) Code and the database software code that will be utilized to augment the NIST Bibliography Database on Energy Levels and Spectra as required. NIST intends to award a firm-fixed-price purchase order for a period of one year. Interested parties may identify their capability; however, they must clearly and unambiguously demonstrate their ability to perform the requirement in writing, no later than the response date in order to be considered. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures may be used by the Government.
