- The Naval Air Warfare Center Aircraft Division Lakehurst intends to negotiate a contract on a sole source basis with General Atomics, of San Diego, CA for engineering and logistics support products and services for the production of the Electromagnetic Aircraft Launch System (EMALS) in support of the CVN-21 Class and support of the Life Cycle Support facility at the System Development and Demonstration (SDD) Test Site, Lakehurst, NJ. General Atomics is the sole developer and designer of the EMALS technology and the resultant data remains proprietary. The products and services are a continuation of the effort that General Atomics provides under the SDD contract. This effort will include the delivery of engineering drawings, technical management, production engineering support, sustaining engineering, configuration management, program management, systems engineering, detailed design engineering, manufacture of test articles, environmental and other component qualification testing, software refinement, software production, installation and installation services, test and checkout, repair, maintenance and operational support of the Life Cycle Support Facility, Integrated Logistics Support (ILS) analysis, development and delivery of Navy peculiar ILS products, and other products and services necessary to support the EMALS program and the CVN-21 class shipset. The contract period will continue through 2015. The Navy intends to procure these items under the authority of 10 U.S.C. 2304(C)(1), as implemented by FAR 6.302-1. Firms that believe they can satisfy this requirement are encouraged to identify themselves. All responsible sources may submit a proposal, which may be considered by the Navy in determining whether to conduct a competitive procurement. A determination by the Navy not to open the requirement to competition based upon the response(s) to this notice is solely within the discretion of the Navy. A solicitation is not available for this procurement. Responses must be received within 45 days of publication of this notice.
