Description
Technical Questions: Mr. Steve Welch, 912-652-5657 Contractual Questions: Ms. Tisha Fitch, 912-652-5075 NOTE: THIS PROJECT IS BEING SOLICITED AS AN 8(a) COMPETITIVE SET A-SIDE. For this procurement, only North Carolina 8(a) Participants and 8(a) Participants that have been reviewed by the North Carolina District Office and approved as having a bonafide Office in the state of North Carolina are eligible to bid this solicitation. NOTE: Any prospective offeror interested in obtaining plans and specifications for this solicitation must register on our website at www.fbo.gov. Contractors may view and/or download this solicitation and all amendments from the internet after solicitation issuance. Description of work: Construct a two story training facility. The facility will consist of administrative offices, operational and planning areas, classrooms with instructor offices, information operations laboratory, conference rooms with VTC, cage areas, equipment rooms, break rooms, storage areas/rooms, latrine and laundry rooms, utility rooms, communication and electrical closets, and mechanical rooms. The facility will be Sensitive Compartmented Information Facility (SCIF) as required. Supporting facilities shall include exterior protective wire distribution and communication systems, electrical service with backup generator, water, sanitary sewer, and storm drainage utilities, sidewalks, vehicle parking, exterior security lighting, landscaping and all required site improvements. Additionally, project includes the cost to replace a salt storage facility based on Real Property Plant Replacement Value (PRV) of the existing structure. Anti-terrorism/force protection (ATFP) requirements measures shall be incorporated into this contract. Options may be included in the contract. This procurement will be procured using a best value Performance Price Trade-Off Request for Proposals (RFP), in accordance with Federal Acquisition Regulation (FAR) Part 15.101-1. The resultant contract will be Firm Fixed Price. Offerors are required to submit a price and technical proposal. Each proposal shall contain the offerors best technical proposal and best price. Price will not be scored, but will be factor in establishing the competitive range prior to discussions (if held) and in making the final best value determination for award. PRICE is equal in importance to ALL TECHNICAL FACTORS when combined. FACTOR 1: Corporate Relevant Specialized Experience – This Factor is more important than Factors 2 and 3. FACTOR 2: Past Performance is more important than FACTOR 3: Schedule. Offerors are reminded to carefully review solicitation documents once issued, to include all evaluation criteria, as criteria as stated in the solicitation shall govern. The estimated magnitude of this Project is between $1,000,000.00 and $5,000,000.00. This solicitation will be issued in electronic format only and will be available on or about 15 December 2009 on the Internet at www.fbo.gov. Notification of amendments will be through use of the internet. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided. It is the Offerors responsibility to check the Internet address provided as necessary for any posted changes to this solicitation and all amendments.
