- This is strictly a special notice that is being published so as to reach a wider audience. It is not a federal procurement action. NO SOLICITATION IS OR WILL BE ASSOCIATED WITH THIS NOTICE. Announcement of Scheduled Tests The National Institute of Standards and Technology (NIST) is pleased to announce a series of tests for evaluating the effectiveness of “extended feature sets” in latent fingerprint searches. By “extended features” is meant fingerprint image characteristics beyond those traditionally used by human experts and/or AFIS systems. The goals are to quantify the performance achievable by supplementing traditional features with “extended features" and thereby guide future standardization thereof. The plan envisions a kickoff workshop, an open challenge problem, a second workshop, and a formal test of participant-provided latent identification implementations (submitted as SDKs). The first workshop, planned for the February 2009 timeframe, will consist of two parts: 1) a discussion of the NIST's results of their (now concluding) Evaluation of Latent Fingerprint Technology (ELFT) Phase II testing; and 2) a discussion of extended feature sets, including presentations and discussions of the goals of this project, as well as the subsequent “open book” challenge to evaluate the features specified in the CDEFFS (Committee to Define an Extended Fingerprint Feature Set) document. The extended feature evaluation is sponsored by the FBI. NIST will coordinate this project closely with the FBI. Staff from NIST and Noblis, Inc. will administer the tests. Vendors of AFIS systems and academic institutions with a latent fingerprint search capability are strongly encouraged to participate in ELFT-EFS. Comments are welcomed from all sectors of the latent community.
