Description
NOTICE OF CONTRACT ACTION FOR NOTICE OF INTENT TO AWARD SOLE SOURCE PROCUREMENT FOR Semiconductor-Tuned High Temperature Superconductor Filters for Ultrasensitive RF Receivers (SURF) Program. This is an announcement that the Air Force Research Laboratory (AFRL) intends to award a Sole Source contract to Out of the Fog Research, LLC (OFR) to develop the required technology and build a prototype very-low-noise, ultra-fast tunable filter subsystem. OFR will fabricate a filter based on the use of decoupled cryogenic varactors and/or switches. The key element is the development of tunable filters that can be put in front of signals intelligence (SIGINT) or communication receivers, and even in the active elements of active electronically steerable arrays, with tuning speeds well below one millisecond. There is currently NO technology that is capable of the ultra-fast, yet low-loss notch or bandpass filter capability that is necessary to solve this operational problem. OFR LLC has prototyped novel RF circuit design in conjucntion with cryogenic technology to solve this multi-agency and military need. These technologies have been under development through DARPA's TASS program, the Navy's SPAWAR TST program, and SBIRs for the purpose maintaining a Continental United States (CONUS) High Temperature Superconductor (HTS) thin film capability (military critical technology) specifically to support government projects. Vendors who are capable of providing the services stated above shall fully identify their interest and submit, in writing, information documenting their qualifications and capabilities to meet the requirements stated above within 15 days after publication of this synopsis. Responses must be submitted to Dawn M Ross, Contracting Officer, via email at dawn.ross@wpafb.af.mil. Responses received after 15 days or without the required information will be considered non-responsive to the synopsis, and will not be considered. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
