THIS IS A NOTICE FOR SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. THERE IS NO BID PACKAGE, SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE WITH THIS ANNOUNCEMENT. IT DOES NOT CONSTITUTE A PROCUREMENT COMMITMENT BY THE U.S. ARMY CORPS OF ENGINEERS, IMPLIED OR OTHERWISE. NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT NOTICE. RESPONSE IS STRICTLY VOLUNTARY; NO REIMBURESEMENT WILL BE MADE FOR ANY COST ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SYNOPSIS OR ANY FOLLOW-UP INFORMATION REQUESTS. THE GOVERNMENT SHALL NOT BE LIABLE FOR OR SUFFER ANY CONSEQUENTIAL DAMAGES FOR ANY IMPROPERLY IDENTIFIED INFORMATION. Responses are restricted to U.S. firms that are established and registered as a SMALL BUSINESS in the Central Contract Registration (CCR). The U. S. Army Corps of Engineers intends to competitively solicit and award a future construction project at Fort Riley, Kansas. This notification serves the following purposes: (1) to notify potential Offerors of the Armys intent to solicit a future construction project; (2) to publicly identify the Armys needs, and; (3) obtain the sources that may be able to fulfill its needs, as described below. The following questions are required to determine existing Offerors experience: 1.Is your company currently registered with the following: a.CCR, #_____________________ b.ORCA c.DUNS & Bradstreet, #_____________________ 2.Small Business Classification: Small, Women-Owned, HubZONE, 8(a). a.Disadvantaged? i.How? 3.Is your company currently prohibited from doing business with the Federal Government? 4.Considering your firms current and projected workload for 2009, can you secure performance/payment bonds for a $15.0 Million project? 5.Has your firm successfully constructed an industrial railroad track project within the last five (5) years? 6.Do you expect that your firm would be able to successfully construct the following scope of work provided below? Scope of work: Construct approx. 33,000 lf of industrial railroad track. Coordinate and work within Union Pacific Railroad right of way. Perform all work associated with rail track sub-grade, sub-ballast and ballast. Place rail ties and track and associated switches. Perform all work associated with storm water improvements/upgrades and work to construct access roads, area lighting, final grading and seeding. The Contractor shall exhibit successful past performance on projects that required construction of industrial railroad track and have a successful past performance of earthwork projects. Additional information may be requested after initial response, either from individual respondents or all respondents. This Sources Sought is the only document that will be published notifying potential offerors of the Government intent of establishing a competitive market base. Offerors are advised that information provided to the Government in regard to the products or devices proposed will be considered For Official Use Only (FOUO) and will not be released to the public or other potential offerors. The government may retain this information for its records indefinitely. This is a market survey and notification of intent only (Sources Sought). This is not a request to respond to a solicitation. This project may be solicited at a future date.
