Description
Solicitation Number: W912ER-09-R-0003 Issue Date: Dec 01, 2008 Response Date: Dec 15, 2008 Set-Aside: N/A Contracting Office Address: US Army Corps of Engineers Transatlantic Programs Center, P.O. Box 2250, Winchester, VA 22604-1450 NAICS Code: 236220 DESCRIPTION: The U.S. Army Corps of Engineer (COE) Transatlantic Program Center intends to solicit names of construction firms or joint ventures experienced in working in the Middle East region who are interested in submitting a firm-fixed price offer for this project. To be considered a construction firm, the firm must perform construction as a significant portion of its business. The estimated cost of the design/build construction is between $10,000,000.00 and $25,000,000.00. PROJECT SCOPE: This project consists of a Flight Control Tower, Equipment Maintenance Facility, Joint Use Facility and the Fire Protection Pump House and associated water storage tanks described in this contract documents. Fencing will be provided around the Flight Control Tower and Joint Use Facility. Design development of the Flight Control Tower cab is a part of this contract. Boring logs and a Geotechnical Report is also required for this contract. All structural foundations will be designed by the contractor. The project includes, but is not limited to, the construction of this facility and associated site work and utilities such as power production and distribution requirements, water and sewer systems, mechanical and electrical systems, parking area, and site drainage required for a complete and useable facility. The project location is at Speicher, Iraq. CONTRACT PROCEDURES: Both a price and a technical proposal will be required. The evaluation criteria will consist of pricing and non-pricing (technical) consideration. Pricing and technical considerations will have approximate equal weight with one another in the evaluation and selection processes. Price will be evaluated on the basis of the completeness and reasonableness and cost risks of the prices proposed. Completeness of proposed pries will be evaluated by the Government based upon a comparison of the process proposed as compared against the requirements of the solicitation, scope of work and those costs included in the Governments Independent Government Estimate (IGE). The reasonableness of prices proposed will be evaluated on the basis of comparison of those prices with the prices proposed by the offerors and as contained with the IGE. Conclusions concerning likely future cost risk will be based upon the results of the Governments review and analysis of all aspects of the price proposals. Non-pricing factors include offerors Past Performance, Experience, and Management and Technical Capabilities. Management and Technical capabilities will consist of at least three subfactors: Management Capabilities, Technical Capabilities and Subcontracting. The solicitation (tender) will be available on or about 15 December 2008. Tentative contract award date is 28 February 2008. Contract award will be made on a firm fixed price basis. The anticipated contract duration period is 270 calendar days. NOTE: Firms interested in receiving this solicitation (tender) should send a written request to Ms. JoAnn G.
