- Description
- The Space and Naval Warfare Systems Command (SPAWAR), on behalf ofProgram Management Warfare (PMW) 150, intends to issue a Full and OpenCompetition Request for Proposal (RFP) for the development of Department ofDefense (DoD) Command and Control (C2) software, as well as for themodification and enhancement of existing systems. The main focus areas ofthis contract are software design/development/modification, softwareintegration (unit-level and system-level), related Test and Evaluation (T&E),and software systems engineering. The contract also encompasses supportingfunctions such as Integrated Logistics Support (ILS), configurationmanagement and program management. The scope of this contract will includeefforts necessary to facilitate finding and implementing solutions to emergingC2 requirements. All efforts under this contract will be in support of DoD5000series covered (ACAT) programs of record. SPAWAR intends to execute a Multiple-Award Indefinite Delivery IndefiniteQuantity (IDIQ) contract with multiple large and small businesses. Eachcontract is envisioned to have a four-year base period and up to four one-yearAward Terms available to earn. Each contract will contain CPFF, CPIF, CPAF andFFP CLINs. Award of the IDIQ contract(s) is planned for September 2009. TheNorth American Industry Classification System (NAICS) code is 541511. On 09 December 2008, PMW 150 will be hosting an Industry Day from 0800 to1200 at the MCRD Theater. See attached special notice for details. Thepurpose of Industry Day is to provide industry attendees an overview of boththe technical requirements and contracting strategy. Also attached are draftversions of the RFP and Performance Work Statement (PWS). After IndustryDay, but no later than 19 December 2008, industry is encouraged to submitcomments on the draft RFP and PWS to SPAWAR. Issuance of the final RFP isanticipated in the January/February 2009 timeframe. It is the responsibilityofinterested parties to independently review this web site for updates to any andall documents.
