- The Mine Safety and Health Administration (MSHA) intends to solicit proposals for expert services. The contractor will be required to provide a recommended rule for MSHA approval from recommendations of the technical study panel on the Utilization of Belt Air and the Composition and Fire Retardant Properties of Belt Materials in Underground Coal Mines. In addition, develop a proposed rule to address health hazards associated with respirable coal mine dust. The work is to be performed mainly at the Contractor's site. The individual providing the service is required to have the following experience: In depth specialized technical knowledge of health and safety issues associated with mining and an in depth understanding of the Mine Act of 1977 and the MINER Act of 2006 and legal precedents under each statute. Experience in the interpretation, application and development of mandatory health and safety standards for underground coal mines. This solicitation will be total set-aside for small business. NAICS Code 541990. The solicitation number for this RFP is has yet to be assigned. The solicitation is anticipated to be issued o/a December 23, 2008, with an anticipated proposal due date of January 30, 2009. All questions must be in writing and may be emailed to cooper.darrell@msha.gov. The Offeror is responsible for downloading all documents including amendments at www.FBO.gov without further notification from the Contracting Officer. Contractors must be registered in Central Contractor Registration (CCR) at www.ccr.gov in order to be awarded a contract.
