- The Mine Safety and Health Administration (MSHA) intends to solicit proposals for expert services in the area of coal mine respirable dust. The services required are for statistical analysis and evaluation in the development of proposed and final health regulations addressing coal mine respirable dust. The contractor will be required to provide A summary of analysis and evaluation of the statistical validity of regulatory options in the development of proposed and final rulemakings addressing coal mine respirable dust. Prepare a draft and final report consisting of data, narrative, figures, etc., explaining the analysis and evaluation of regulatory options for proposed and final rulemakings addressing coal mine respirable dust. The work is to be performed mainly at the Contractor's site. The individual providing the service is required to have the following experience: An advanced and professional knowledge of concepts, principles, practices and modern theory in mathematical statistics and methods as they specifically apply to safety and health risks in the mining industry and comprehensive authoritative knowledge of the statistical issues involved in the Mine Safety and Health Administration's sampling, laboratory analysis, and enforcement programs. An intricate knowledge and understanding of the Mine Act of 1997 and the MINER Act of 2006, other federal safety and health laws and their attendant regulations and standards, and of the nature and quality of available data related to mine safety and health. This solicitation will be total set-aside for small business. NAICS Code 541990. The solicitation number for this RFP is has yet to be assigned. The solicitation is anticipated to be issued o/a December 23, 2008, with an anticipated proposal due date of January 30, 2009. All questions must be in writing and may be emailed to cooper.darrell@msha.gov. The Offeror is responsible for downloading all documents including amendments at www.FBO.gov without further notification from the Contracting Officer. Contractors must be registered in Central Contractor Registration (CCR) at www.ccr.gov in order to be awarded a contract.
