Description
TASK DESCRIPTION: The NIH Clinical Center (CC) is the clinical research hospital for the National Institutes of Health. It is one of 27 institutes and centers that make up NIH. Through clinical research, physician-investigators translate laboratory discoveries into better treatments, therapies and interventions to improve the nation's health. The Clinical Center’s Office of Communications, Patient Recruitment and Public Liaison (CPRPL) requires a web site manager to oversee the content and design of the Clinical Center’s website < http://www.cc.nih.gov> (internet and intranet sites). The web site is a comprehensive and easy-to-navigate repository for the most current official information about the Clinical Center. Presently, information on the internet site is available under three major headings: About the Clinical Center, For Researchers and Physicians, and Participate in Clinical Studies. Major users of the site include scientists, physicians, medical students, policy makers, reporters and members of the general public seeking clinical research and health information. The CC web site plays an integral role in supporting the mission of the Clinical Center. It is critical that the Web site be maintained as a useful resource for its users and that its technical, and aesthetic components represent the CC appropriately. The web site is housed on an NT server in the CC Department of Clinical Research Informatics. The CPRPL is responsible for the day-to-day content management of the site. Contractor Requirements CC requires support in all aspects of the management and development of its web site. Specifically, the work to be performed includes, but is not limited to: Content Development and Management • Receive, solicit, analyze, write, edit, clear, and post material on the site. • Interact with technical, scientific, communications, and managerial staff at the CC to facilitate appropriate and productive involvement of all parties who are or will be involved in content development. • Work with CC staff to solicit and, when appropriate, implement their ideas regarding additions to and augmentation of web site content and tools. • Maintain the site's currency with respect to activities within CC, NIH, and the biomedical community that affect and/or inform the content of the web site. • Organize and present the content in effective and aesthetically pleasing ways. • Develop internet and intranet sites for departments and programs as determined by the Chief, CPRPL. • Develop and manage sites in the Serena Collage content management tool, which includes the following duties: • Identifying, developing, and documenting requirements for the implementation of the content management system, to preclude possible problems with the development of new content in the Collage Content Management System (CMS) • Meet with department representatives to gather requirements prior to migrating sites into Collage • Oversee the importing of new sites into the Collage tool. • Set/modify project level permissions when necessary. • Format/prepare sites for content contribution which includes creating master pages, managing assets, creating asset queries, reformatting html pages into xml pages, adding meta data where appropriate, modifying file properties, and creating a site structure for each imported site. • Establish standard operating procedures as they relate to Collage tasks (e.g., how to name content contribution folders, where image directories live, where master style sheets and master pages live, etc.) • Define section 508 standards and create a 508 checklist for evaluating web page prior to going to production. • Define workflow processes and modify them as necessary. • Create end user (content contributor) training manuals and 'how-to' guides. • Train the end users (content contributors) on the use of Collage and the workflow process. • Ensure that the site documentation is generated. • Develop developer/designer 'how-to' guides for CC. Content Matrices Develop Content Matrices for CC. This will aid in the development of the Content Migration Plan and ensure that content is placed in the proper location prior to content migration. Meta Tag Strategy Develop of the Meta Tag strategy for CC. This will aid in the development of the contribution templates and ensure that the proper meta tags are available to the content contributors. Workflow Strategy and Development Design, create and document workflows from existing CC business processes within SERENA Collage. All workflows will include a Section 508 review state to ensure compliance with the Section 508 regulations Define Contribution Template Requirements and Schematics Create a list of functional requirements from existing schematics and creative comps which will require approval by CC. Page schematics shall be developed using the data collected during the requirements gathering process. Using the schematics and working with the technical and information architects, contractor will design contribution templates that will meet the needs of the content contributors and the data types that need to be entered. Template Design and Development - Contribution/Presentation Gather requirements and develop a design document that contains the content guidelines of each webpage. Using the existing presentation schematics, template recommendations and brand guidelines, contractor will create the contribution templates and master pages. These templates will be completed with input and approval from the CC Web Team who will also verify that the CC’s business and communications needs are met. Contractor will deliver a design document that will contain the approach for the creation of the templates in SERENA Collage. Once the design document is approved, Contractor will develop the contribution and master pages that meet the requirements as defined in the design document. System Test/Content Migration Develop a test plan to ensure that the completed CMS meets the requirements defined in the previous phases. The test plan will define the approach, bug tracking and browser/OS configurations that will be tested. The test plan will be submitted for review by CC during the design phase. Once the test plan is approved, contractor will conduct the final testing of the CMS. The contractor will create a migration plan that identifies the individuals responsible for the migration of content and the location of that content. Per the document, Quotient employees will migrate the most difficult of the content to include static tables and charts, tools and calculators and database built content. Section 508 and Other Website Guidelines The contractor will closely monitor the Federal Government’s release of regulations and guidelines guiding the development of government websites and serve as primary liaison to NIH web oversight groups.. Contractor will inform CC of relevant regulations and requirements that impact the development and maintenance of the CC websites. The contractor will document these guidelines and the CC’s response to the regulations to ensure compliance. Web Site Management • Ensure that all content and graphics on the Web site are compliant with all Federal and applicable standards, including adherence to the accessibility requirements of Section 508 of the Rehabilitation Act. • Work with designers, graphic artists, and technical personnel from CC, DCRI and other organizations as necessary to redesign, develop, and enhance the web site overall, as well as individual department sites. • Oversee the placement and posting of documents, • Develop and implement a plan for regular, ongoing usability testing to produce a web site that is easy and satisfying to use. • Keep abreast of web technical developments to ensure that the best, most current technologies and practices are implemented, including web authoring tools, html standards, browser standards, and other web technology. • Answer public inquiries about the site, • Work with the chief, Clinical Center Communications, Patient Recruitment and Public Liaison to develop policies and strategies for the site, • Identify content owners and train staff to be content contributors in the Serena Collage content management tool. • Work with the Office of Clinical Center Communications, Patient Recruitment and Public Liaison and all CC departments, programs and offices to organize and expand the information available on the site. • Keep abreast of web technical developments through research, attendance at conferences, seminars, NIH web groups, and other avenues to ensure that the best, most current technologies and practices are implemented, as appropriate, on the CC web site. Quality monitoring and improvement Analyze server logs and other information to determine patterns of use and other trends on the CC web site, make recommendations to Chief, CPRPL for changes to the site in response to these patterns and trends, and implement those proposed changes that are approved. Special Requirements The web site manager must have extensive experience in web site design, organization, and management. The Contractor must also have strong communication skills (journalistic writing, editing, information organization and presentation), a knowledge of World Wide Web issues, technologies, trends, and applications, and the ability to work with subject matter experts to draft and edit on biomedical science topics. The contractor will have knowledge of information presentation techniques for the web, including the use of mark up languages such as HTML and the 508-compliant conversion of documents from a variety of original source formats (e.g. Word, Quark, PowerPoint, Excel) to web usable formats (HTML, PDF, ASCII). Demonstrated knowledge and experience with the Serena Collage content management system is required. Reporting Requirements The Contractor will provide reports at the beginning of each month summarizing key activities that were completed or in progress during the preceding month. Meetings The contractor will attend web team meetings at Bldg 61, NIH, at least twice a month. Period of Performance March 1, 2009, through February 28, 2010, with options for two additional years. A. EVALUATION FACTORS 1. Corporate Experience: Corporate Experience • Demonstrated successful performance in executing a contract of this nature. • Demonstrated extensive experience in web site design, organization and management, as well as thorough knowledge of World Wide Web technologies, trends and applications. • Experience in writing and editing materials for the Web on biomedical topics. • Familiarity with hardware and software used by people with disabilities, including Section 508 of the Rehabilitation Act and its application to electronic media and web sites. • Advanced degree in related field (such as telecommunications or information technology). • Demonstrated knowledge of and experience with the Serena Collage content management system including the following skills:.xml technology Migrating existing static website into Collage content management system. Incorporating design time components into sites Identifying and resolving shadow assets Setting up master pages Setting up asset queries Setting up document definition files Setting up folder definition files Creating edit and deploy layouts Creating alternate layouts Defining specific asset types Monitoring tasks, setting up task templates with appropriate workflow cycles Managing site files Administering project user, project groups and system groups Permissions Citrix Website design and development Creating.pdf files that meet Section 508 requirements Creating accessible websites that meet all of the Section 508 requirements. Familiarity with the OMB Policies for Federal Agency Public Websites. Server Side includes Java Script Graphic design Creating e-newsletters (html and text format). Technical/Management Approach • Demonstrated full understanding of the goals, expectations, and technical/managerial aspects of this contract, including recognition of the variability of the work and the provision of a backup plan in the event that the web site manager is absent. • Evidence that the proposed web site manager is capable of performing the required tasks. 2. Evaluation Process: The proposed evaluation procedures will be assessed by the Clinical Center to determine the extent to which these procedures are likely to produce objective and meaningful feedback. 3. Cost/Price: While price will not be the most important evaluation factor, proposed prices will be considered in determining the firm that represents the best value to the government.
