Description
The Transformational Communications Satellite (TSAT) Space Segment program office intends to issue two sole source UCAs (Undefinitized Contractual Action) for the extension of the Risk Reduction & System Definition (RR&SD) contracts FA8808-04-C-0022 and FA8808-04-C-0023 for six months from 7 Jan 2009 to 7 Jul 2009. The TSAT Space Segment program office anticipates award of the contract extensions in early Jan 2009. The planned contract type will be Cost Plus Fixed Fee (CPFF). The current TSAT RR&SD contractors are Lockheed Martin Space Systems Company (LMSSC), Sunnyvale, CA. and Boeing Satellite Systems, Inc. (BSS), El Segundo, CA. It is anticipated that this effort will be awarded to LMSSC and BSS as a sole source award. The reason for a 6 month-extension of the two contracts is to synchronize the RR&SD phase ending date with the schedule for the award of the Development & Production (D&P) phase. During the contract extension period, the contractors will execute Block 10 system definition and risk reduction work which the Government will use to evaluate/update Block 10 requirements prior to releasing an updated D&P Request for Proposal. This extension will also provide continuity for the program teams during the extended source selection timeline which will be extended beyond the expiration of the current TSAT RR&SD contract. The estimated value for each contract extension is $75M. The contractors shall develop TSAT system definition and design concepts, assist in requirements definition, conduct prudent Block 10 related risk reduction and present the results in the form on an Interim Design Review (IDR). The contractors will ensure that all critical technologies necessary for Block 10 are maintained at a Technology Readiness Level (TRL) 6 until the execution of the D&P phase of the contract. The contractors will continue to engage with the TMOS and SE&I contractors to ensure further development of the overall program is not stalled and the Space Segment stays in-step with the corresponding network (TMOS) and system engineering (SE&I) segments.
