- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being solicited and a written solicitation will not be issued. Solicitation number W912L7-09-T-0007 is hereby issued as a Request for Quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-27. The Tennessee Army National Guard has the following requirements. This requirement is being advertised as a small business set-aside; the North American Industry Classification System (NAICS) Code is 722320 with a Small Business Size Standard of seven million dollars ($7,000,000.00) per year. All responsible sources may submit an offer, which shall be considered by this Agency. The following clauses are applicable to this acquisition: FAR 52.212-1 Instructions to Offerors-Commercial Items, FAR 52-212-2 Evaluation Commercial Items, FAR 52.212-4 Contract Terms and Conditions-Commercial Items, FAR 52.212-5 (Dev) Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (JUN 2006) (Deviation) and DFARS 252.212-7001 Contract Terms, Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (JUL 2006) (Deviation). Quotes are due in this office no later than Monday, December 8, 2008 close of business four thirty (4:30) p.m. local central standard time. Offers will be evaluated using the evaluation criteria outlined in FAR 13. All meals shall be served in building 236 of the Avon Park Air Force Gunnery Range, 29 South Boulevard, Avon Park AFR, FL 33825. Obtaining access to the military installation shall be the responsibility of the vendor. The vendor shall prepare the food off site and deliver the food to the designated building. Vendor shall be flexible in terms of delivery times for the meals. It is anticipated that the meals shall not be served during normal meal times and may change frequently during the period of performance for this requirement. The unit will conduct a twenty four (24) hour training cycle, the training cycle shall dictate the meal times. The Government will not furnish any equipment or facilities for the preparation of the food. Vendor shall also provide single service items, disposable plates, cups, flatware and condiments for the meal. The award will be made to the vendor whose proposal is most advantageous to the Government. The evaluated non-cost factors for this acquisition shall be meeting the menu choices outlined for the meals. Past Performance will not be an evaluation factor in this acquisition. The following Contract Line Item Numbers (CLINs) are as follows: 0001 A total of three thousand one hundred and fifty (3150) Breakfast meals for the period of January 7, 2009 to January 31, 2009. The number of Breakfast meals served each day is listed below. Breakfast meals shall consist of fresh fruit, fresh fruit salad, cold cereal, bagels and cream cheese, scrambled eggs and cheese, fried potatoes or grits, sausage gravy and biscuits, (1 breakfast meat) ham, bacon or sausage, pancakes, donuts or French toast, milk, orange juice, water and coffee. Each serving of meat shall be a minimum of six (6) ounces, each serving of drinks shall be a minimum of eight (8) ounces, and all other servings shall be a minimum of four (4) ounces. The number of Dinner meals served each day is listed below. Dinner meals will consist of at least two meat dishes, a variety of starches and or pasta dishes that compliment the main dishes, A variety of fresh vegetable dishes and vegetable casseroles that compliment the main dishes, bread and butter, salad bar, fruit salads on the salad bar, A variety of cold drinks on the drink bar and coffee, desserts. Each serving of meat shall be a minimum of six (6) ounces, each serving of drinks shall be a minimum of eight (8) ounces, and all other servings shall be a minimum of four (4) ounces. Vendor shall offer a full salad bar on the days the meal quantities are one hundred and fifty (150); vendors may offer a pre-prepared salad on the days the meal quantities are under one hundred and fifty (150). The vendor shall offer at least two (2) meats to choose from per meal and three (3) vegetables to choose from per meal. There shall be a minimum of fifteen (15) different menus offered, the vendor shall select one menu per day for the first fifteen (15) days; on day sixteen (16) the vendor shall rotate back to the first menu served.
