Description
This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line(NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. A CPFF Indefinite Delivery/Indefinite Quantity contract with a total period of performance not to exceed five years is contemplated for award on a sole source basis Northrop Grumman Corp. Navigation Systems Division (NG-NSD), formerly Litton Systems, for engineering and technical support of the Fiber Optic Conformal Acoustic Velocity Sensor, Wide Aperture Array (FOCAVES-WAA) submarine sonar. The total estimated level of effort is 30,000 hours. This action is sole source by the authority of FAR 6.302-1(a)(2)(ii). Litton Systems developed the initial FOCAVES-WAA in response to a BAA under contract N66604-01-C-0550. It was further awarded contract N66604-05-C-0437 to continue development and expansion of the system’s capabilities. Timely and cost effective completion of this tasking is highly dependent on reuse of the previous and present FOCAVES designs/hardware. Litton Systems, now NG-NSD, is the sole developer and manufacturer of the FOCAVES-WAA system and, as such, they are the only source with the unique production and design infrastructure, capability, and specific knowledge to perform the tasks required under this contract.
