- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line(NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT) has a requirement for the delivery and installation of a projection system for use in a Submarine Bridge Team Trainer (SubBTT) prototype located at NUWC Division Newport, RI. The SubBTT prototype will demonstrate a virtual surfaced-submarine navigation-and-ship handling training environment for submariners manning a physical submarine open bridge representation. The projection system used in the SubBTT will project a suitable virtual marine environment having a 360 degree horizontal field of view and a 70 degree vertical field of view (20 degree above and 50 degree below the horizon). The projection system, as defined for this project, includes all hardware, software, and fabricated or machined ring-style projection mounting structures, exclusive of government furnished image generators (IG). Initial installation of the hardware is scheduled to begin on 16 March 2009, with preliminary designs and drawings due March 2, 2009; installation shall be completed by 30 April 2009. F.O.B. Destination: NUWCDIV Newport, RI. Award will be made on a Best Value basis with Technical Capability (Technical Approach & Past Performance) and Cost as the evaluation factors. Drawings, specifications, and further details will be released upon issue of RFP #N66604-09-R-0878, which is anticipated to be on or about 01/16/2009.
